The Office of the Vice President for Research has overall responsibility for promoting and facilitating the research enterprise at Colorado State University. The Office of Sponsored Programs ( OSP ) works to support Colorado State University ( CSU ) community members with professional, client-centered service, expertise, and technology in the pursuit and conduct of externally funded projects. With 43 pre- and post-award staff, the OSP is the coordinating office for externally funded activities at CSU and supports the University community through a broad range of services. OSP staff work closely with unit administrators and other campus units to provide full lifecycle administrative support for externally funded projects.

Position Summary

The Subrecipient Risk Analyst & Invoicing Administrator reports to the Subaward Manager and works closely within the OSP team structure. Performs analysis of costs provided by subrecipients to ensure mitigation of risk and complete compliance with federal guidelines, including OMB Uniform Guidance, Federal Acquisition Regulations, and Agency-specific regulations, as well as pertinent State of Colorado and University requirements regarding procurement. Performs annual risk assessments and will assist with ongoing financial and risk management of over 450 subawards.

This position has the opportunity to be primarily a remote position.

Required Job Qualifications

  • Bachelor’s Degree. In lieu of a degree, a high school diploma (or GED ) and 4 years of financial research administration, grant management, grant accounting, accounting or financial field job (e.g., accounts payable/receivable, invoice management).

  • 1 year experience in financial research administration, grant management, grant accounting, accounting or financial field job (e.g., accounts payable/receivable, invoice management).

  • The successful candidate must be legally authorized to work in the United States by the proposed start date; the department will not sponsor a visa for this position.

Preferred Job Qualifications

  • Knowledge or experience working with international currency

  • Experience working with federal, commercial, and non-profit funding Sponsors

Essential Duties

Job Duty CategoryFinancial Review and Approval of Subrecipient Financial Documents

Duty/Responsibility

  • Review invoices and financial material for sufficiency of funds, accuracy and compliance with prime award terms and conditions, and initiate necessary corrective actions if needed. Identify potential problems; collaborate with subrecipients, PI’s and OSP colleagues to resolve issues. Route invoices to Principal Investigators for review and approval and submit to Accounts Payable for payment.

  • Follow processes and procedures for Sponsored Programs review and audit of high-risk items of cost on subaward invoices (e.g. time and effort, cost transfers, travel, equipment purchases), to ensure compliance with sponsor guidelines and federal regulations.

  • Apply professional interpretations of accounting policies, rules, and regulations and communicate to subrecipients in a clear manner to promote understanding and informed actions.

  • Determine appropriateness and allowability of expenses, providing direction and insight on policies and regulations that may apply.

  • Work with subrecipient financial contacts, CSU Sponsored Programs Post Award Staff, College, and Department to correct and resolve problematic transactions.

  • Track and report subrecipient Cost Share and Participant Support to OSP financial research administrators. Ensure dollars are captured and match agreements.

  • Follow up with CSU departmental staff and Principal Investigators when approvals for invoices are delayed. Ensure invoices are paid within the appropriate timeframe.

  • Work with Accounts Payable to ensure timely payment of invoices to subrecipient.

  • Ensure timely close out by tracking end dates of subawards and ensuring all information is captured and completed.

  • Train/advise campus community in proper review and approval of invoices.

  • Apply University, State, and Federal accounting standards and principles to determine the accuracy, completeness, and conformance of subrecipient invoices.
