Tuknik Government Services currently has an opening for a Workforce Policy Analyst for the Department of Defense Office of the Chief Digital and Artificial Intelligence Officer (CDAO). This position requires an experienced person with demonstrated human capital expertise, superior professional demeanor, and the ability to accomplish a wide variety of day-to-day responsibilities that ensure program success.

Responsibilities:

  • Conduct extensive research and analysis of relevant statues, Executive Orders, regulations, and policies for DoD human capital and workforce development programs for technical professionals.

  • Develop a comprehensive policy development roadmap that identifies and sequences the requisite DoD Directives, Instructions, Standards, and/or Manuals that need to be developed for the new program. Also, identify needed and/or modified DoD authorities for the development of Fiscal Year Legislative Proposals.

  • Develop a corresponding policy development project plan, for client approval, that defines the tasks, timelines, milestones, and status updates for each draft deliverable.

  • Draft new DoD Directives, Instructions, Standards, Manuals, and Legislative Proposals in accordance with DoD editorial and publication standards

  • Maintain cognizance of relevant legislative, Federal regulation and policy changes; and human capital trends across Industry, Academia, and Government that have the potential to influence DoD artificial intelligence workforce programs and policies.

  • Provide regular and recurring updates to the client and key stakeholders on these policy trends and developments.

  • Identify policy solutions to challenges and opportunities raised by DoD and JAIC stakeholders.

  • Iterate on these policy ideas with relevant DoD and JAIC stakeholders.

  • Assist the client with coordination and comment adjudication throughout the official policy staffing process.

  • Resolve difficult and complex staff coordination issues related to key stakeholder engagement and strategic initiatives.

  • Assists with the develop of staff packages and Official Taskers

  • Prepare reports, briefs, white papers, correspondences, strategic communications, etc.

Requirements

  • 10+ years of related policy development experience

  • Extensive policy research, development, interpretation, and advisement experience

  • Internal and external stakeholder coordination and management experience

  • Demonstrates excellent communication skills, a high level of integrity, critical thinking, and leadership courage.

  • Must be a self-starter that can recognize needs and act with little to no guidance.

  • Able to rapidly understand and apply new emerging technology concepts.

  • Advanced MS Word, PowerPoint, Excel, and Outlook application skills.

  • Bachelor’s degree in a related field

Security Pre-Requisite:

  • To be considered, must have a CURRENT/ACTIVE SECRET security clearance.

Working Environment & Conditions

This job operates in a professional office environment and has a noise level of mostly low to moderate. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines.

This position is primarily indoors, consistent with a standard office position and has a noise level of mostly low to moderate. The incumbent is required to stand, walk; sit; use hands to finger, handle, or feel objects, tools, or controls; reach with hands and arms; talk and hear. The workload may require the incumbent to sit for extended periods of time. The incumbent must be able to read, do simple math calculations and withstand moderate amounts of stress.

The incumbent must occasionally lift and/or move up to 25 lbs. Specific vision abilities required by the job include close vision, distance vision, color vision, depth perception, and the ability to adjust focus.
