QUALIFICATIONS:

  1. A valid Maryland teachers certificate with appropriateAdministrative endorsement
  2. At least five years experience as a classroom teacher,Administrator or supervisor.
  3. Such alternatives to the above as the Board may findappropriate and acceptable.

REPORTS TO: Director of Special Education

SUPERVISES: Selected related service providers and teachers

JOB GOAL: To ensure that each student is provided with a rich educational

experience. To provide leadership in maintaining a qualify program for

students with disabilities.

ESSENTIALPERFORMANCE RESPONSIBILITIES:

  • Develops and implements an effective system-wide program that provides the followingfor administrators, teachers, students, and parents, relative to education for students with disabilities:

  • Inservice education

  • Curriculum development and instructional programs
  • Fiscal planning including annual budget and grant proposals.
  • Evaluation
  • Orientation of new staff members
  • Rules, regulations, and policy interpretations

  • Interprets and presents the philosophy, goals, and objectives of programs to the Boardand the general community, as appropriate for students with disabilities

  • Integrates instructional programs
  • Keeps informed about current trends and practices in special education anddisseminates professional information and materials to respective school staff
  • Provides leadership in meeting the needs to students with disabilities byproviding appropriate teaching and leadership resources to staff.
  • Serves as liaison between the school system and the community relative to theexceptional population.
  • Coordinates the activities of admission, review and dismissal procedures for special education.
  • Visits schools to observe teacher performance and evaluate teaching methods and tomeet with staff and assist with program implementation
  • Participates in the activities of the Local Care Team, and other interagencyPrograms.
  • Assures the State and Federal requirements relative to P.L. 99-457 and P.L 101-476aremaintained and interprets their intent to all certified and classified personnel.
  • Assists the Maryland State Department of Education in the monitoring and evaluationofall special education programs.
  • Assists in the recruitment and selection of special education staff and conducts observations of assigned staff, providing data as required by the Boards Observation and Evaluation Policy and Administrative Regulation.
  • Performs such other tasks and assumes such other responsibilities as may from timeto time be assigned by the Director of Special Education, Assistant Superintendent, Superintendent or designee.

TERMS OF EMPLOYMENT: Exempt position. Twelve month work year.
