Air National Guard Units UNIT PROGRAM COORDINATOR (Title 32) in East Granby, Connecticut

Summary DUTY LOCATION: 103d Mission Support Group (MSG), East Granby, CT AREA(S) OF CONSIDERATION: Area 1: All currently employed full-time permanent and indefinite personnel of the Connecticut Air National Guard. Area 2: All currently employed full-time temporary technician personnel and all current traditional members of the Connecticut Air National Guard. Responsibilities JOB SUMMARY: The primary purpose of this position is: To serve as the primary point of contact to the squadron commander/director for administrative support programs to include but not limited to task management, cybersecurity liaison (CL), Government Travel Card (GTC) program, Defense Travel System (DTS) administrator, drug demand reduction program, health care program, fitness program, Government Purchase Card (GPC) program, safety program, Automated Data Processing Equipment (ADPE) accounts, security program, supply program, civilian timecard program and unit recognition program. Also serves as liaison with personnel flights on personnel issues and assists in oversight of organization manpower resource requirements. NATIONAL GUARD MEMBERSHIP IS REQUIRED. This is an excepted position that requires membership in a compatible military assignment in the Connecticut Air National Guard. The major duties include, but are not limited to: Directly assists the commander/director in the management of all administrative support program functions. Serves as the resident subject matter expert for all mandated administrative support programs. Serves as the organizational point of contact and liaison with the personnel flight on military and civilian personnel issues. Assists in planning, administering, and monitoring manpower resource requirements. Performs other clerical and administrative work in support of the office/organization. Requirements Conditions of Employment Qualifications GENERAL EXPERIENCE: Administrative or clerical experience, education, or training which demonstrates the candidate's ability to perform the duties of the position. Experience using computer and automation systems. SPECIALIZED EXPERIENCE: Your resume and any other supporting documentation you wish to provide must clearly substantiate you currently possess 12 months of specialized experience in the following: Experience in the interpretation and application of regulations, procedures or laws. Experience that provided a working knowledge of administrative functions. Experience demonstrating the ability to advise lower graded employees. Experience working independently and setting priorities with very little supervisory control. KNOWLEDGE, SKILLS AND ABILITIES: Knowledge of an extensive body of policies and procedures governing the overall unit administrative and orderly room operation. Knowledge of various steps and procedures needed to perform duties, to ensure all actions are accomplished and if problems exist, to identify other alternatives as needed. Knowledge of standard processes and procedures for evaluating program efficiency to implement processes to improve programs. Knowledge of organizational structure in order to assess manpower authorizations and utilization. Knowledge of the basic objectives and policies governing various management or program operations. Knowledge of an extensive body of HR rules, procedures, and operations sufficient to support the organization with a wide variety of interrelated HR support work. Knowledge of an extensive body of HR rules, procedures, and operations concerning records and documents sufficient to ensure the documentation is correct and sufficient. Knowledge of duties, priorities, commitments, policies, and program goals of the organization sufficient to perform non-routine assignments, such as independently noting and following-up on commitments made at meetings/conferences; advising others on preparing correspondence, requirements for various reports, and interpreting new instructions and procedures; or locating and summarizing information from files and documents that requires recognizing which information is or is not relevant to the problem at hand. Knowledge of correct grammar, spelling, punctuation, capitalization, and format to prepare and edit written correspondences and reports. Knowledge of various office automation software processing procedures and function keys to produce a wide range of documents that often require complex formats, such as graphics or tables within text, to edit and reformat electronic drafts, and to update and revise existing databases or spreadsheets. Skill to properly assess and apply various facts and types of information. COMPATIBLE MILITARY ASSIGNMENT: All applications will be considered regardless of AFSC. Incumbent will be required to be assigned to compatible military position within 1 year of selection. The selected individual may be required to attend formal technician school training. MILITARY GRADE (Prior to application): Enlisted: E-3 through E5 UNIT OF ASSIGNMENT: 103d AW or any subordinate unit MANPOWER NUMBER: 1055-872-R POSITION SEQUENCE NUMBER: 1024422 SPECIAL REQUIREMENTS: This position requires a security clearance (Secret) which the applicant must possess or be able to obtain a clearance within one year of appointment. Education No substitution of education for specialized experience. Additional Information Primary Change of Station (PCS) relocation expenses will NOT be paid. To ensure compliance with an applicable preliminary nationwide injunction, which may be supplemented, modified, or vacated, depending on the course of ongoing litigation, the Federal Government will take no action to implement or enforce the COVID-19 vaccination requirement pursuant to Executive Order 14043 on Requiring Coronavirus Disease 2019 Vaccination for Federal Employees. Therefore, to the extent a Federal job announcement includes the requirement that applicants must be fully vaccinated against COVID-19 pursuant to E.O. 14043, that requirement does not currently apply. In order to avoid losing your incentive eligibility, you should check with your serving incentive manager (CTARNG-G1 or CTANG-Retention Office) prior to accepting an offer for the position. For M-Day/Traditional personnel who are currently receiving incentives to include Bonuses and the Student Loan Repayment Program, the following termination rule applies: Incentive Termination without Recoupment: If you accept a Military Technician (Mil Tech) Permanent position where membership in the National Guard is a condition of employment, your bonus will be terminated with no recoupment as long as you have served at least 6 months of the bonus contract following receipt of the initial bonus payment.
