In this position, you will be responsible for overseeing the permit review process, collaborating with the permit applicant, their engineer, and other department units to ensure smooth project development. DESCRIPTION OF WORK You will oversee the Permits Specialists across different geographic areas within the district and manage the permits unit staff to support plan reviews and related tasks. Collaboration with Central Office will be necessary for legal agreements, bonds, and other required documentation for permit applications. Review of Highway Occupancy Permits and plans will be conducted to ensure compliance with department regulations, covering aspects such as location, drainage, safety, and geometric standards. Coordination of permit plan submissions from various units will be carried out to assess drainage, safety, signalization, geometric designs, and structural analysis. Quality control of permit reviews by inspectors, including field inspections, will be a key responsibility. Research on existing Highway Occupancy Permits will be conducted to verify alignment with stated conditions. You will provide support to the permit project engineer in documenting current roadway conditions for extensive Highway Occupancy Permit projects, such as sewer or water main installations. Succession planning will involve evaluating potential vacancies, identifying critical needs and competencies, and assessing staff readiness. Collaboration with employees to develop and maintain Career Development Plans will be essential, along with recognizing and appreciating employee achievements.

Work Schedule and Additional Information:

Full-time employment Work hours are 7:00 AM to 3:00 PM, Monday - Friday, with 30-minute lunch. Telework: You may have the opportunity to work from home (telework) part-time, up to 5 days per pay period. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Dunmore. Salary:In some cases, the starting salary may be non-negotiable. One year of civil engineering experience in highway design, construction or maintenance related projects and a bachelor's degree with major course work in civil engineering; or Five years of civil engineering experience and an Engineer-In-Training certificate issued by or acceptable to the Pennsylvania State Registration Board for Professional Engineers, Land Surveyors and Geologists.

Special Requirement: This position requires possession of a valid driver's license. Other Requirements: PA residency requirement is currently waived for this title.
