Job Description

Position Pending Contract AwardManages the overall technical activities of a large contractor branch/division of scientists, engineers, and technicians assigned to perform support services within laboratories, test facilities, and chamber used for chemical test and evaluation activities at Dugway Proving Ground WDTC. Reports directly to the TRAX WDTC Program Manager.Duties and Responsibilities* Responsible for planning, scheduling, and application of personnel and equipment resources to meet customer test activities. * Assesses test plans in terms of resource and workload allocations, resolve conflicts, updating milestone schedules, and ensuring adequate and timely test support is available. * Assess projected workloads, compare to available resources in terms of numbers and available skills, and confer with TRAX WDTC personnel on issues and need to supplement resources. * Assesses the capabilities of the workforce and recommends specific training to continuously improve performance and keep pace with evolving technologies. * Ensures adherence and compliance with Army, DPG, WDTC regulations and procedures.

Qualifications

Required Skills and Qualifications

  • Must have a Baccalaureate degree in science or engineering from an accredited university and at least five (5) years of project management experience with DOD contracts, preferably chemical or biological defense programs; or equivalent. * Must have experience in leading multidisciplinary teams of chemists, scientists, and/or engineers in the planning and execution of test programs. * Must have experience in marketing, identifying customer requirements, developing cost-effective solutions,leading proposal efforts, preparing cost estimates, planning, and executing multiple projects. * Must be experienced in the development and management of work breakdown structures and earned value management measurements. * Must have demonstrated ability in monitoring, reporting, and presenting overall project cost, schedule, and performance to the customer. * Must be proficient in using MS® Project or similar project management software. Physical Demands and Working Conditions * The work of this position is performed in an environmentally controlled office environment and sometimes in the field where you are subject to the environment.* Must be capable of sitting and entering data on a computer keyboard for extended periods of time.* Must be able to view computer monitor for extended periods of time.* Must be able to lift 25 pounds unassisted.* Must be able to wear appropriate Personal Protective Equipment (PPE) for work tasks assigned.* Reasonable accommodation can be made to enable people with disabilities to perform the duties and responsibilities.
