Dubai Holding Director - Master Planning in Dubai, United Arab Emirates

Job Purpose

The job holder will be responsible to lead the integration of master planning with business development to drive strategic rollout, ensuring alignment with business goals, product phasing, and infrastructure requirements while delivering a high-quality built environment.

Key Accountabilities

  • Direct and oversee the master development vision and district positioning to ensure alignment with district goals and brand positioning.

  • Lead oversight of master planning efforts, ensuring quality master plans, distinct public realm environments, well-conceived plot typologies, innovative engineering and transport solutions and well-organized development statistics and community facilities to deliver a comprehensive and high-quality urban experience.

  • Lead co-ordination across Company vertical technical experts for their respective master planning interests, ensuring cohesive integration of expertise and supporting the overall development vision.

  • Spearhead initiatives to explore and incorporate diverse anchors, attractions, and distinctive “hooks” that elevate the intrinsic value, marketability, and long-term appeal of the development projects.

  • Identify and assess business development opportunities for specific development products, including test fits for typical product types (e.g., residential, hospitality, commercial, retail) and specialty products (e.g., entertainment, sports/fitness, marinas).

  • Collaborate with internal and external stakeholders, including the DHRE Projects team, to create detailed project schedules and budgets covering major workstreams, key milestones, statutory approvals, and infrastructure planning, ensuring alignment with the overall rollout plan, budget, and development objectives for effective project execution.

  • Collaborate with the Company Development team on interface matters between plots under development and the master development to ensure cohesive execution across the entire project

Qualifications, Experiences, Skills:

  • Bachelor’s degree in urban planning or architecture; master’s degree preferred.

  • Excellent knowledge of real estate development processes, regulations, and industry standards.

Job Specific Skills:

  • Well versed in Microsoft Office suite

  • Project management skills including planning, scheduling, and risk management.

  • Ability to manage project budgets, cash flow, and financial statements.

  • Strategic thinking and the ability to develop and implement business plans and strategies.

  • Strong leadership skills with the ability to motivate and manage teams of diverse professionals.

  • Excellent communication and interpersonal skills

  • Ability to build relationships and manage stakeholder expectations.

  • Attention to detail with the ability to review and analyze technical and financial documents.

  • Negotiation skills with the ability to manage contracts and agreements.

  • Ability to work under pressure and manage multiple projects simultaneously.
