Job Overview:

The Manager Commissioning manages professional employees and supervisors and is accountable for the performance and results of the Commissioning group. The role will address resource and operational challenges by appropriately adapting departmental plans and priorities.

Key Tasks and Responsibilities:

  • Identify and recruit resources necessary for execution of Pre-commissioning/Commissioning. Identify, source and initiate purchase of test equipment and tools to support precom/comm. Manage and maintain commissioning tools and test equipment both hardware and software. Preparation of commissioning bid input for both technical and commercial submission

  • Manage project equipment preservation from receipt on-site to installation and up to sail-away. Managing pre-commissioning/commissioning activities in the yard and offshore

  • Supervise Lead Commissioning engineers. Supervise preservation coordinators

  • Develop necessary level 2 operating procedure to improve work process

  • Responsible for developing, managing commissioning execution strategy, schedule, and cost budget for the project

  • Responsible for managing preservation activities for project material

  • Participate in the key engineering design reviews such as P&ID, Equipment Layout and HAZOP to ensure pre-commissioning and commissioning requirements are incorporated into the design of the facilities

  • Ensure that business risks are identified and managed, and opportunities maximized

  • Work closely with internal stakeholders including the Project Manager, Engineering Manager and Quality manager

  • Provide expertise to Hook Up and Commissioning function as subject matter expert for bidding and estimation

  • Provide support to Hook Up and Commissioning function to Develop processes, policies, and procedures

  • Demonstrate visible leadership and commitment to excellent HSES performance. Provide expertise to safety deliverables reviews such as HAZID, SIMOPS, TRA and JSA reviews

  • Provide expertise to commissioning engineering group, provide guidance to team and develop succession plan for resources

  • Responsible for managing the Completions management software (CMS) for the project such as PIMS, ICAPS, CO-Console

  • Responsible for commissioning engineering such as define system boundaries (LOSH) and project system database development (Mechanical completions, pre-commissioning, and commissioning database)

  • Manage and supervise day to day commissioning activities for all disciplines and systems such as HV and MV Electrical System, Rotary Equipment, Gas compressors, Generator Engines, Cranes, Integrated Automation Systems, Fire and Gas system, surveillance, Inplant communication, Data transmission, Network Security and Nitrogen Helium leak testing

  • Mange interfaces with other functions

  • Manage customer and vendors interfaces and expectations

  • Responsible for commissioning engineering such as define system boundaries (LOSH) and responsible for project database development (Mechanical completions, pre-commissioning, and commissioning database)

  • Responsible for punch list management for the project until handover

  • Responsible for project change management, including identification and close out of change orders

  • Responsible for developing pre-commissioning and commissioning procedures, provide relevant inputs to engineering for startup procedure

  • Responsible to ensure commissioning test procedures and work instructions are developed as per applicable industry codes, standards, and client requirements

  • Participate in project close out process including recording lessons learned, best practices of the project.

  • Responsible to ensure Test equipment, Special tools, and consumable availability during execution in accordance with scope requirements

  • Responsible to manage Shutdown and turnaround activities

  • Identify and review shutdown requirements and critical interfaces in the project

Essential Qualifications and Education:

  • Bachelor’s degree in Electrical Engineering or Mechanical Engineering

  • 10+ years’ experience in pre-commissioning and commissioning of oil and gas related installation for both onshore and offshore

  • Minimum 5 years in performing construction on offshore oil & gas platforms

  • Minimum 10 years in a senior supervisory capacity (lead engineer) in managing project Pre­ commissioning and Commissioning on all discipline

  • Experience should include the planning function for pre-com/comm activities

  • Key Skills: Project Management, Stakeholder management, Team Management

  • Soft skills: Emotional Intelligence, Negotiations, Team player
