Job Posting Summary

Mercy University’s Division of Workforce Credentialing and Community Impact is partnering with the City of Mount Vernon and the non-profit organization Cities for Financial Empowerment to establish and maintain a Financial Empowerment Center in the city of Mount Vernon. The FEC program aims to improve the financial stability of Mount Vernon households by providing high quality, one-on-one financial education, and counseling to low-income residents. FEC counseling services are based on four guiding principles: establishing safe banking relationships, increasing savings, reducing debt and building credit. FECs are located in areas with high concentrations of poverty and financial distress. The Program Manager position will report directly to Mercy University’s VP for Workforce Credentialing and Community Impact. The FEC Program Manager is integral to the growth and success of this initiative, with primary responsibilities related to community partnerships, ongoing operations, counselor management, and data tracking. The position is funded by a partnership agreement between Mercy and the city of Mount Vernon with an initial term of two years and opportunity for renewal pending funding beyond the initial term.

Qualifications

Required Skills & Experience:

Duties shall include, but are not limited to:

  • Support the programmatic design and implementation of the initiative.

  • Act as the liaison between MV FEC and referral partners and hosts.

  • Work with partners to problem-solve operational issues, including programmatic integration with host sites and referral relationships with other local government agencies.

  • Support the marketing, outreach, and strategic referrals of clients to the FECs.

  • Oversee organization’s implementation of client management and database system.

  • Ensure that data collected within the client management and database system is complete and accurate.

  • Collect, aggregate, and prepare any programming reports for the Local Government Manager, funders, partners, etc.

  • Guide staff to ensure complete and accurate data input into client management and database system to document client progress and record program outcomes.

  • Train all FEC employees and referral partners on the FEC model.

  • Supervise the financial counselors at the FECs.

  • Develop and implement work schedules that meet client demand for service.

  • Ensure that FECs are compliant with program protocols, outcomes and other requirements.

  • Report regularly to the Department of Planning and Community Development internal project management team.

  • Participate in regular calls and semi-annual reviews with local government and funders.

  • Successfully complete and pass counselor training.

  • Assist in the development and implementation of a sustainability plan.

    Essential Skills:

  • Dynamic, committed individual with strong interpersonal skills and a passion for supporting people with low incomes to build greater financial stability.

  • Experience in financial education, asset building, or community development preferred.

  • Strong skills in strategic planning, program development, negotiations, and written communications.

  • Strategic thinking, with thoughtful, thorough, and detailed follow through.

  • Systems development and tracking.

  • Comfortable with taking initiative; effective, collaborative worker; able to retain focus while multi-tasking.

  • Ability to function effectively within protocols and challenges of operating within a high-profile local government program.

  • Attention to detail and production of quality work, along with ability to work quickly and under pressure.

  • Experience with large datasets and data management preferred.

    Education Requirements:

  • A baccalaureate degree (advanced degree preferred) from an accredited college and five years of experience of relevant work experience with some background in social service delivery, community engagement/outreach, financial education, or counseling/coaching.

  • The ideal candidate has particular expertise in one of the following: social work, financial planning, coaching/mentoring, teaching, financial services, or other related fields.

  • Bilingualism is preferred – but not required.

    Physical/Other Requirements:

  • Must be able to push, pull, move or lift up to 50 lbs.

  • Must be able to meet all general health requirements for the position as per University policies.

    Compensation offered will be commensurate with the educational background and work experience of the individual.

The Mercy University Retirement Plan is comprised of two components:

Deferred Compensation Plan

All eligible employees may contribute to the Deferred Compensation Plan on a pre-tax basis upon joining the University.

Defined Contribution Plan

Eligible employees are enrolled in the Defined Contribution Plan after two (2) years of full-time employment at Mercy University and receive a semi-monthly contribution from the College, based on age and salary. If an employee is under age 36, they will receive a contribution of 3.3% of their annual salary each pay period. If an employee is age 36 or older, they will receive a contribution of 9% of their annual salary each pay period.

If employed full-time for two (2) or more consecutive years by another institution(s) of higher education (college or university), without an intervening break in service within the last twelve (12) months prior to employment before joining Mercy, please submit a waiting period waiver form to Office of Human Resources. The Defined Contribution will begin as of the first day of the month following receipt of the completed waiver form.
