Summary This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DOD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Position is for a Program Analyst who advises to the Chief in the areas of personnel, funding accounts, and operating budget. Position may be filled at the GS-09 or the GS-11 with full performance GS-11. Responsibilities Serve as Financial advisor to Project Managers and chiefs. Prepare current and budget year detailed program schedules by analyzing functions or activities. Develop and prepare program budget estimates. Utilize automated information systems to input, review, monitor, and analyze financial data and project performance with respect to scope, schedule, and budget. Provide program support to the schedule of obligations and expenditures of budget activities during the fiscal year. Prepare a wide variety of program reports for upward reporting, monthly program status reviews, and other program data calls as required. Verify accuracy of invoices and monitors the status of obligations, expenditures, and remaining funds Requirements Conditions of Employment Qualifications Who May Apply: US Citizens In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. GS-09 Specialized Experience: One year of specialized experience equivalent to the GS-07 grade level in the Federal service which includes Preparing, monitoring budgets, and assisting with budget estimates; Retrieving current and historical financial data from computer systems; Monitoring obligations, expenditures, and important milestones; Utilizing financial automated systems, generating reports and using software or automated information systems as-needed to track and report necessary metrics; and Reviewing, tracking, and processing invoices. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07). OR Have successfully completed a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, such as Business Management, Accounting or Financial Management. . OR Have the specialized experience as described in A, but less than one year; and I have at least one year of graduate education as described in B, but less than the required two years.
