Description

The Human Resources Specialist II - Talent Acquisition is a multi-functional role that will provide support and facilitation of recruiting initiatives including but not limited to expanding outreach strategies, recruitment, candidate referrals, metric tracking and special projects for the Recruitment and Selection division. This position will have responsibility for improving, implementing, supporting, evaluating, and measuring outcomes. This role will play a key part in the daily operational excellence of Talent Acquisition.

Examples of Duties

  • Provides support as necessary and performs special assignments as directed by the Talent Acquisition Leadership Team.

  • Responsible for data analyst responsibilities, including completing time-to-fill metrics, aging reports, job postings, audits, and other ad hoc data analyst as directed by Talent Acquisition leadership.

  • Manages special projects as needed.

  • Generate reports in Human Resources and Talent Acquisition Systems, utilizing queries and delivering reports to monitor the division's success.

  • Answers questions as a knowledgeable resource in talent acquisition, acting as a key functional liaison between Talent Acquisition, external vendors, and internal customers as assigned.

  • Develops a good working knowledge of Talent Acquisition and the operating processes and procedures within the city.

  • Proactively develops, manages, and evaluates the Talent Acquisition Portal on and managing shared smart sheets and spreadsheets.

  • Identifies and collaborates with appropriate individuals and groups to maintain the Talent Acquisition event calendar and proactively manage and communicate the calendar of initiatives.

  • Applies established professional guidelines and may perform research and/or analysis to make recommendations in solving problems.

  • Collaborates with others inside and outside the organization to develop and implement human resources policies and programs in support of city-wide initiatives.

  • Conceptualizes and plans new or improved programs for business area; collaborates with senior management team on interdisciplinary programs.

Minimum Qualifications

Education

Bachelor's degree with major in human resources, business, management, organizational development, or Human Resource.

Experience

  • Increased levels of responsibility and two to three (2-3) years of human resources experience in any combination of the following components: recruitment/staffing, benefits, human resources, employee Resource, compensation, training and development, and organizational development.

  • Proficiency in HR information systems, databases, MS Office Suite (Word, Excel, SharePoint), and data analysis tools (experience with HR analytics software a plus), preferred.

RETIREMENT BENEFITS

City Employees Retirement System

As a regular City employee you automatically become a member of the General Retirement System. This entitles you to a retirement allowance after:

• Completion of thirty (30) years of service;

  • At age sixty (60) if you have at least ten (10) years of service, or

  • At age sixty-five (65) with eight (8) years of service.

• In the event of disability, other eligibility rules apply);

  • An early, actuarially reduced, retirement is offered after you have attained at least twenty-five (25) years of service;
