Distinguishing Features of the Class

The principal function of an employee in this class is to provide operational and maintenance oversight for the Wastewater Reclamation Authority’s (WRA) conveyance system, to monitor reports and conditions and to adjust controls as necessary for the conditions, to inspect the WRA’s pump stations, basins, and related facilities daily, and to report evidence of deficiencies and/or equipment malfunctions.

Acceptable Experience and Training

  • Graduation from high school or G.E.D.; and

  • Five (5) years of experience in the operation and maintenance of wastewater treatment and conveyance facilities, utility or manufacturing facility, or other similar facility; and

  • Two (2) years of experience managing contracts and projects and/or supervising a crew; or

  • An equivalent combination of education and experience where post-high school education in construction management, industrial management, management information systems (MIS), engineering, or related field may be substituted for experience at the rate of one year of education for one year of experience, but for no more than four (4) years of the required experience.

  • Possession of valid Water Professionals International Collection System Operator License as noted below*:

  • Class I within 18 months (1 ½ years) of appointment,

  • Class II within 42 months (3 ½ years) of appointment,

  • Class III within 54 months (4 ½ years) of appointment,

  • Class IV within 60 months (5 years) of appointment.

*Failure to meet the above noted qualifications will result in termination of employment.

Required Special Qualifications

  • Possession of a valid Iowa Driver’s License.

  • Candidates for positions in this class must pass a post-employment offer background check, physical examination, and drug screen.

Examples of Essential Work (Illustrative Only)

  • Review and evaluate operation, application, installation, start-up, and/or repair of facility equipment;

  • Examine and review the WRA’s flow monitoring data and WRA’s Process Control System (PCS) to implement necessary operational changes as necessary and when required, including necessary times that may fall outside of normal business hours;

  • Oversee, plan, prioritize, and identify resources and skills required, materials needed and work steps necessary for assigned staff to complete the job;

  • Coordinate with contractors, consulting engineers, surveyors, inspectors, utility representatives, and other officials to gather and disseminate information and maintain records necessary to satisfy operational requirements;

  • Work with staff to ensure the WRA’s conveyance system GIS data is up-to-date and provide utility locates of WRA conveyance facilities as necessary;

  • Inspect connections made to the WRA’s conveyance system through the WRA’s Connection Policy;

  • Coordinate field inspection and condition assessment of all sanitary sewers and appurtenances and follows up with all necessary reporting, maintenance, and corrective measures;

  • Perform preventative maintenance and operational training to pump station crew members for all conveyance facilities and systems;

  • Provide input during wet weather events on the operation and capacity of the conveyance system to WRF staff operating the Combined Sewer Solids Separation Facility (CSSSF);

  • Establish and maintain effective working relationships with Engineering, Operation and Maintenance employees, contractors, regulatory agencies and the public;

  • Communicate and coordinate regularly with Wastewater Reclamation Facility managers and team leaders to maximize the effectiveness and efficiency of interdepartmental operations and activities;

  • Provide input and participates in the planning, design, construction and startup of WRA conveyance improvements;

  • Perform other directly related duties consistent with the role and function of the classification.
