As an Earned Value Manager supporting CMS, you will be trusted to work closely with Program Management and Program Control staff to support the improvement and maintenance of Earned Value Management (EVM) system and perform on-going schedule analysis and issuance of changes to work package. In this role, a typical day will include:
Producing weekly and monthly earned value reports
Assisting the Program Manager to monitor budget and work with Control Account Managers (CAMs) to explain variances
Overseeing and developing work statements, scope/priority definitions, and the creation of budgets and schedules
Overseeing and implementing EV changes and adjusting as appropriate
Interfacing with team members, stakeholders, and management to manage changes to projects, such as technical requirements, business requirements, and schedule
Participating in discussions regarding project-related decisions and project direction at the executive level
Bachelor's degree or equivalent experience
8+ years hands-on experience performing Earned Value Management and compliant earned value reporting
Hands-on experience using Deltek Cobra Earned Value Management Software to consume data and produce reports
Hands-on experience ensuring MS Project schedule data compliance for input into Deltek Cobra Earned Value Management Software
Experience working with Control Account Managers to ensure variance explanations are developed in accordance with corporate and customer guidelines
Experience preparing and maintaining EVM artifacts such as: Work Breakdown Structure (WBS), Organizational Breakdown Structure (OBS), Basis of Estimate (BOE), Responsibility Assignment Matrix (RAM), Work Authorization Document (WAD), Control Account Plans (CAP)
Experience in preparing for and participating in Integrated Baseline Reviews (IBR)
Experience working with project management methodology and tools, such as budget development, project planning, control and assurance methodologies, project management software and finance and accounting practices
Experience working with project management principles, policies, and procedures
Experience working with project estimating tools and techniques
US citizen or a Green Card holder
Awareness and understanding of CMS and GDIT Earned Value Management System (EVMS) guidelines
Ability to work independently and in a team environment
Strong organization, time management skills, and research, analysis, and problem-solving skills
Good interpersonal and presentation skills for interacting with project and task team members, customers, and support personnel
Strong personal computer and business solutions software skills
Ability to adapt and succeed in a changing environment
Ability to produce high quality work products under pressure and within deadlines
Ability to handle multiple tasks simultaneously and switch between tasks quickly

The likely salary range for this position is $88,000 - $132,000, this is not, however, a guarantee of compensation or salary; rather, salary will be set based on experience, geographic location and possibly contractual requirements and could fall outside of this range.
