Our mission is to administer the waters of the State to maximize lawful beneficial use, ensure that dams and water wells are properly constructed and safe, and provide information about water resources to the public. Division of Water Resources (https://dwr.colorado.gov/)
This work unit is in the State Engineer's Executive Leadership Team, composed of the State Engineer, three (3) Assistant/Deputy State Engineers, and the Chief Financial Officer. The work unit directs all of DWR's statewide activities in accordance with the mission described above.
Description of Job
OPEN ONLY TO CURRENT RESIDENTS OF COLORADO
This position oversees all related program objectives of the dam safety, hydrography (water flow measurement), water information, and modeling teams and carries out other statewide objectives of DWR per the direction of the State Engineer.
Specific job duties include but are not limited to:
Manage and coordinate the chiefs of the Hydrographic team, Dam Safety team, Water Information Team (WIT), and Modeling group by directing work efforts, planning, scheduling and budgeting work, allocating operating and personnel services and collaborating with other federal and state programs,
Direct and oversee the activities of the dam safety water information, modeling and hydrography teams. Supervise the chiefs of these teams and assist in strategic planning and goal setting for these teams. Make recommendations related to hiring, promoting or disciplining within the branches supervised.
Oversee the water information team and ensure that the tools used to stay current with technology and meet the needs of staff, water users, consultants, water courts and modelers. Guide the chief of the WIT and the lead in planning to ensure that these teams have the resources to manage technological change in how data is received, recorded and provided, including assuring that staffing resources are appropriate to the new processes.
Ensure that the hydrographic and metering programs are meeting the needs of the courts, water users, and interstate obligations and plan for improvements (budget and staffing) to improve program. Determine the need for additional measurement structures or methods as well as staffing and funding needs for long term operations.
Oversee the Dam Safety program to assure it complies with statutes and budgets, and evolving science; assure that the inspection program is operating to meet the goals to ensure the safety of the people of the state; develop and promulgate needed rules and regulations; ensure proper technical support is provided to the State Engineer concerning all dams within the state.
Serve as the State Engineer's representative as member of the Board of Examiners and as secretary for the board (quarterly and other special meetings) which includes directing BOE staff regarding BOE meetings, resolution of enforcement actions, and resolving engineering questions with regard to well construction and the rules.
Serve on the DWR Leadership Team and make recommendations in regards to overall budget and staffing needs of DWR.
Participate in various tasks forces/committees as assigned (e.g., DNR Operations Team, DNR IT committee) and assist in the development and formulation of policies, procedures and guidelines for the State Engineer concerning the functions of the public safety programs.
Provide leadership in advancing DWR’s strategic goals by looking at technology to meet increased complexity and workload demands with static or diminished staffing resources.

Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights

Minimum Qualifications:
Four (4) years of professional experience as a licensed professional engineer; two (2) of which must have been at the level of a senior authority, manager, or equivalent.
AND
Current valid licensure as a Professional Engineer from the Colorado State Board of Licensure for Architects, Professional Engineers, and Professional Land surveyors.
Substitutions:
Appropriate education in addition to that required for the professional engineer license will substitute for the required general experience on a year-for-year basis, but not the staff authority or managerial experience.

Current or former State experience relevant to this position.
Knowledge and experience with Colorado water rights.
Water administration experience.

Experience with water data, data and information systems
Desire to provide public service to Colorado water users and the public in general
Comfort and experience with public speaking and an ability to describe complex water topics in a manner that the public can understand
Proficiency with Google and Microsoft suites.
Proficiency in Microsoft Excel and/or Google Sheets.
Other experience relevant to the use or management of water resources.

- Regular requirements for in person time in the Denver Office and less frequent meetings at other locations around the state.
