The Colorado Department of Human Services (CDHS) Division of Youth Services (DYS) provides for the care and supervision of youth committed by the District Court to the custody of CDHS. DYS operates 15 secure youth centers that serve youth between the ages of 10 to 21 who are pre-adjudicated or committed. In addition to residential programming, DYS administers juvenile parole services throughout Colorado.

Colorado Statute allows the District Court several sentencing options when committing juveniles to DYS. These options include non-mandatory sentences, allowing CDHS the ability to bring youth before the juvenile parole board when they have completed treatment, and mandatory sentences, where youth are required to remain in a residential placement or facility for a mandatory period of time outlined in statute. Violent and repeat offenders receive mandatory sentences of no less than one year. Aggravated juvenile offenders can be sentenced to DYS for up to seven years and can be required to serve up to three years in a residential facility or placement before they are eligible for parole.

Description of Job

Purpose of the Work Unit:

DYS Regional Offices are responsible for:

  • Oversight of the region's client management and parole systems;

  • Liaison and collaboration with juvenile justice and human services local agencies;

  • Representing the Division on local Collaborative Management (HB 04-1451) Projects;

  • Collaboration and coordination with local judicial districts to administer the Colorado Youth Detention Continuum programs (SB 91-94) detention services programs; and,

  • The development of local resources to meet the needs of youth and families as they transition from residential treatment back to their communities.

Client Management is an overarching case management system for youth committed to the CDHS, DYS custody. The Client Management system functions to:

  • Partner with families to ensure there is a family voice in decision-making processes,

  • Guide youth through the commitment continuum from assessment through parole,

  • Develop treatment and supervision plans for each committed youth,

  • Monitor the youth's progress in treatment through regular contact with the youth, family and program staff,

  • Present the youth to the Community Review Board when community-based programming is prescribed,

  • Develop the Parole Plan and review the plan with the youth , family, program and provider prior to the Juvenile Parole Board hearing ,

  • Procure transition and parole services for youth upon community transition,

  • Supervise and monitor each youth's progress while on parole, and,

  • Advocate for the needs of the youth in their care.

This position aims to develop and monitor an individualized continuum of care for delinquent youth between the ages of 10 and 21 who are sentenced to the Department of Human Services from the time of commitment to discharge. The role of the Client Manager/Parole Officer is to provide overarching case management and to facilitate and engage a Multi Disciplinary Team (MDT) for each youth assigned. This is accomplished through an assessment of the youth and the family, development and review of the Youth Development Plan, monitoring service delivery, providing direct care as necessary, maintaining appropriate records, timely and accurate data entry, and assisting in the planning and review of processes at the regional level.

Job Duties:

  • Utilize and reference Colorado Children's Code, DYS Policy, Title IV-E Regulations, Court Orders, DYS Statewide and Regional Operating Procedures, Parole Standards/rules, and SOMB standards throughout the client manager/parole officer's daily tasks and duties.

  • Maintain appropriate written and electronic records and ensure timely and accurate documentation and data entry.

  • Youth Development Plan completion and management for caseloads averaging 10-14 youth. Finalize placement decisions. Determine treatment and service needs. Identify and broker needed services as identified by the multi-disciplinary team (MDT). Develop timelines for service delivery. Conduct case conferences with youth, family, and interested parties. On-going monitoring of plans, including monthly case reviews, multi-disciplinary team meetings, and family consultations. Revise plans as necessary. Provide reinforcements and responses to youth behavior. Complete six-month administrative reviews. Use trauma-informed tools to facilitate monthly meetings. Participate in Problem-Solving and Affirmation groups when appropriate.

  • Update computerized client record system. Complete required documentation for LOS (Length of Stay) extensions, reclassifications, complete Youth Assessment and Screening Instrument (YASI) re-assessments as needed, and contact notes. Maintain the official DYS committed youth file. Complete required monthly documentation and ensure proper distribution. Close out the official case file to DYS Closed Records. Create and update all other documentation related to the youth as necessary.

  • Pre-parole staffing. Develop release/parole plan, schedule hearing, and comply with required reporting and scheduling timeframes. Present case at parole hearing. Recruit, develop, advise, negotiate, monitor, and supervise trackers and other contract parole services. Supervise youth; maintain contact with family, law enforcement, and community agencies. Identify community safety issues and concerns. Determine the need for and complete parole violations and all necessary documentation. Ongoing use of and reference to strategies outlined in the client portfolio. Engage the MDT to support the continuing needs of the youth.

  • Meet with youth and family as well as other identified MDT members. Conduct family engagement and r eview and complete releases with the youth and family . Review all available information and identify basic needs. Assess safety and service needs. Facilitate Pre-Assessment meetings and facilitate the MDT assessment staffing. Collect all identifying documents, initiate the placement process, and begin writing the Discrete Case Plan Youth Development Plan . Introduce youth to trauma-responsive safety plans. Introduce youth to the client

  • Compile, copy, and distribute required documents for contract vendors, Community Review Boards (CRB), Parole Board, and Interstate Compact office. Present cases and make recommendations to the CRB, Parole Board, and Courts. Compile reports and/or give testimony to the courts as required. Negotiate for services, court dispositions, filing and dropping of charges, placements, and treatment resources. Awareness of protecting youth-protected information in electronic communication, use of the "Encrypt" function, and all correspondence being public information if requested through the Colorado Open Records Act (CORA) request.

  • Mediate youth issues with courts, other agencies, law enforcement, families, and service providers. Execute emergency placements for youth needing psychological services, housing, family mediation, and safety. Provide emergency notifications and consultations. Engage family/community members who can provide sustainable positive resources to enhance successful community re-entry and sustainability. Engage the MDT to assist with problem-solving and decision-making related to the crisis.

  • Attend community meetings relevant to the DYS and its clients; Explain DYS policies and procedures to interested parties; Participate on boards, committees, and planning groups relevant to DYS.

  • Assist the regional office in developing community services/programs and identifying duties as resources change. Identify needs re: special services funds. Apprise Region Office leadership team of changes, needs, etc., in the specific geographic area assigned.

  • Actions, attitudes, and communications demonstrate a high personal and professional level of integrity and work ethic.

  • Maintain and support the organization's value of physical, social, moral environmental, and psychological safety within the community and around the work unit, DYS, and CDHS. Act mindfully to avoid safety hazards. Utilize safety devices and other DYS-sanctioned strategies.

  • Other duties as assigned.

Education and Experience:

  • A combination of related education (for example, childhood development, counseling, psychology, criminal justice, public safety, social work, and/or relevant experience in an occupation

related to the work assigned equal to six (6) years.

Preferred Qualifications

  • Work experience with and knowledge of juvenile justice/human services community agencies, the judicial system, law enforcement, the education system, and juvenile justice/human services service providers.

  • Position requires an individual who is self-directing and motivated and who can make decisions with limited supervisory direction.

  • Must have extensive knowledge of criminal justice system, human services agencies, and current treatment modalities.

  • Must be flexible and comfortable with change.

  • Knowledge of computers and data entry.

  • Bilingual

Conditions of Employment:

  • Be a minimum of 21 years of age, with no felony convictions or history of domestic violence

  • A pre-employment criminal background check and drug screen will be conducted as part of the selection process as this position is deemed to have direct contact with vulnerable persons. Felony convictions, conviction of crimes of moral turpitude, or convictions of misdemeanors related to job duties may disqualify you from being considered for this position.   • Continued employment is contingent upon successful completion of the DYS Pre-service Training Academy, Field Training Program (FTO) and mandatory annual training in all subject areas.

  • Former State employees who were disciplinarily terminated or resigned in lieu of termination must (1) disclose that information on the application (2) provide an explanation why the prior termination or resignation should not disqualify the applicant from the current position, (3) provide the employee number from the applicant’s prior State employment.
