We are looking for an experienced and self-motivated individual to fill the position of Project Controls Manager with our Corporate Engineering department located in Pasadena, Texas.

 
Essential Job Duties:
 
  • Maintain protection of the environment and the health and safety of our employees, customers, and the communities in which we operate and or transport our products, as our highest priority.
  • Ensure that Process Safety and Risk Management principles are incorporated into the foundation of department operations.
  • Responsible to provide cost engineering services for projects including estimate reviews and cost tracking.
  • Ensure the appropriate level of project controls is in place to effectively manage project execution plans.
  • Apply effective change management processes to enhance discipline in project execution.
  • Oversee project performance reporting throughout the project life cycle.
  • Interact with project managers to highlight project performance.
  • Develop and/or enhance standardized project performance formats for reporting.
  • Identify and assist project teams with cost and schedule management procedures and reporting requirements and ensure they are incorporated into contractor’s scope of services.
  • Recommend corrective actions based on analysis of project cost and schedule variances.
  • Manage internal project controls processes for all areas of project execution and reporting.
  • Develop improved processes and tools to support department responsibilities.
  • Collect, analyze and report project performance data in order to develop key metrics for continuous improvement.
  • Support Project Managers and other internal stakeholders for custom reporting and special project requirements.
  • Conduct post project audits to collect actual data versus estimated data for the purpose of making adjustments to estimating assumptions and processes.
  • Report key project data to management team.
  • Work under minimal supervision and effectively manage multiple/changing priorities.
  • Develop training materials for use by other project professionals.

 

Qualifications

  • Bachelor’s Degree in Engineering or Business. Preferred.
  • A minimum of 15 years of industrial experience with a minimum of five years experience as a Lead, Supervisor or Manager in the Project Controls field. Five years of field construction experience, including progress reporting and construction logic.
  • A minimum of ten years functional experience in the areas of cost control, scheduling, estimating, or construction project controls performed in the refining/chemical/petrochemical industry is required for industrial EPC projects.
  • Requires knowledge of personal computers and associated Microsoft Office software (Word, Excel, PowerPoint and Outlook). 
  • Familiarity with SAP or equivalent computerized inventory management software is required as well as Primavera and visual presentations.
  • Proficiency in cost engineering principles and methods including: Budget and Forecasting, Change Management Systems/Procedure, Work Breakdown Structures, Earned Value Systems and Contingency allocation.
  • Ability to travel, work weekends, holidays and respond to callouts on a non-routine basis.
  • Exceptional analytical skills to effectively evaluate system performance, troubleshooting and mastery of continuous process improvement tools. Excellent interpersonal and communication skills to interface with and relate complex concepts/issues with all levels.
  • Excellent leadership, mentoring and team work skills with the ability to effectively transfer technical expertise to less experienced professionals.
  • Ability to speak read and write English.
  • Communicates with a broad spectrum of plant and Corporate personnel.  Excellent verbal and written communication skills. Must be able to communicate effectively with outside vendors and customers as well as various government agencies such as OSHA, EPA, LEPC, etc.
  • Physical requirements – Must be able to lift 40 lbs., climb ladders and stairs.  Walking, bending, stooping is required.  Must be able to wear personal protective equipment including the use of a respirator.  Must be able to respond to visual and audible alarms.
