Summary About the Position: This announcement is for current, permanent Army employees that would like to be considered for a time-limited promotion, reassignment or change to lower grade. Responsibilities Serve as district liaison to address and facilitate strategic resolution of significant issues and set conditions for mission success. Coordinate responses to Congressional inquiries with the vertical team, to include responses to WRDA requests from congressional staffs on the House and Senate Appropriations Subcommittees. Provide direction to the integrated District Support Team and help foster relationships among the Districts, Major Subordinate Command staff, and Headquarters USACE Regional Integration Team. Serve as regional proponent and Subject Matter Expert (SME) in the Project Delivery Business Process (PDBP) and supporting automated information systems (AISs). Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes: 1) Identifying program and project funding priorities for the development and defense of the Civil Works budget; AND 2) Utilizing project management processes and tools to manage complex projects; AND 3) Facilitating resolution of project and program issues to ensure mission success. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13). You will be evaluated on the basis of your level of competency in the following areas: Administration and Management Oral Communication Project Management Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13). Time-limited promotions may be extended up to a maximum of five (5) years. Time-limited reassignments and changes to lower grade may exceed five (5) years; however, return rights may be impacted.
