Summary The position(s) covered by this vacancy announcement is in the Department of Defense (DoD) Acquisition Workforce Personnel Demonstration Project (AcqDemo). For more information please see: ACQDEMO Responsibilities This position is part of the DoD, Department of Defense . The incumbent will be responsible to lead and manage all matters related to program cost, schedule and performance across the Missile Defense System (MDS). As a Program Manager at the NH-0340-4 some of your typical work assignments may include: Expertly lead and manage all matters related to program cost, schedule and performance across the Ballistic Missile Defense System (BMDS). Ensure that BMDS programs/projects meet mission objectives. Manage and eliminate risk related to program cost, schedule, and performance. Work with leadership to establish improved operating concepts and criteria and stimulate the development and integration of improved policies, methodologies, and techniques across the BMDS. Assess, manage and eliminate risk related to program Cost, Schedule and Performance. Develop logistics and acquisition directives and objectives to meet the MDA's objectives, goals and vision. Research, coordinate, plan and brief actions in support of the MDA's objectives, goals and vision. Develop and conduct management reviews,decision and information briefings related to logistics and acquisition policy, planning and assessment across the BMDS, Execute relevant acquisition strategies to succeed those currently being used by the MDA, including workload baselines. Compare actual program developments against approved plans and baselines to identify potential and actual problems. Execute baseline remedial and preventive actions, and report findings and recommendations to leadership. Develop logistics and acquisition strategies and recommend courses of action to keep programs on or ahead of schedule. Ensure acquisition programs include relevant logistics planning, are capabilities driven, employ spiral development processes, integrated, and deliver expected performance within cost and schedule, at reasonable risk. Provide managerial and technical leadership to develop and implement successful BMDS integrated logistics, acquisition and operational policies, plans and assessments. Promulgate innovative solutions and methodologies across the MDA associated with the BMDS Requirements Conditions of Employment Qualifications You may qualify at the NH-04 broadband level if you fulfill the following qualifications: A. One year of specialized experience equivalent to the NH-03/GS-13 grade level in the Federal service: Experience applying systems acquisition processes, policies, procedures, and practices necessary to develop and assess technical and economic feasibility, including cost, schedule and performance, OR Communication (oral and written) skills and corresponding ability to research, plan, coordinate and brief actions in support of leadership goals, objectives and vision OR Management principals to work and across executive staff, joint staff, commands, agencies and the services OR Experience with complex weapon systems and equipment or closely related systems and equipment, development, procurement and life-cycle management leadership in order to develop and implement successful integrated BMDS acquisition and operational polices, plans and assessment OR Acquisition policy, planning and assessment and corresponding ability to exercise assigned duties in an organization with acquisition, R&D mission Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Education Substitution of education may not be used in lieu of specialized experience for this grade level.
