Summary About the Position: This position will be assigned to the Civilian Human Resources Agency (CHRA), Civilian Personnel Advisory Center (CPAC) providing full Human Resources servicing the Corpus Christi Army Depot (CCAD). Position may be eligible for regular and recurring telework for up to two days per week - this is NOT a virtual position. Responsibilities Exercise knowledge and skill in applying HR methods, principles and evaluative methods sufficient to advise on and/or resolve moderately complex problems which are typically precedence in nature. Utilize a wide range of HR practices, regulations, and precedents sufficient to: provide comprehensive HR management advisory and technical services on substantive organizational functions and work practices. Use analytical methods to identify, evaluate, and recommend to management for delivering effective HR services to Army customer. Provide written status/staff reports, and correspondence to managers to foster understanding and acceptance of CHRA findings and recommendations. Minimum Qualifications GS-11 Specialized Experience: One year of specialized experience which includes Experience working with and applying routine civilian Human Resources (HR) principles, laws and regulations in staffing, recruitment and placement, and classification; Experience using a wide range of recruitment authorities and Federal classification procedures, various automated HR systems, as well as, experience providing civilian HR advisory services; and experience setting pay such as highest previous rate, calculating retained pay, and various appointments actions. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Business Administration or Human Resources Management. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
