Job Description

Role Summary

The Traffic Operations Center (TOC) Manager is responsible for the day to day operations of the TOC. This includes scope, operations schedule, project deliverable execution and team management.

The ideal candidate for this role will have a background in traffic management / operations, law enforcement, ITS, EMS, or similar industry.

NOTE: This position is not eligible for remote work, and the shift will be Monday – Friday, 8AM – 4PM

Role Responsibilities:

  • Ensure and assess client satisfaction by conducting client satisfaction surveys and seeking opportunities continuous improvement and quality

  • Keep abreast of the policies and procedures to effectively manage traffic and provide Operations expertise and guidance to client and team

  • Maintain communications with client and senior management and team

  • Regular participation in Operations Business Unit’s staff meetings and training

  • Establish and update TOC specific operational policies

  • Proactively Monitor CCTV cameras

  • Communicate with the Department of Transportation, law enforcement, local incident management and emergency service partners

  • Consult with partner agencies to construct emergency and special event VMS message plans and detour routes and provide Traveler Information on Dynamic Message Signs

  • Utilize dynamic pricing software

  • Manage Express Lane tolling rates

  • Monitor congestion trends using transportation technology

  • TOC Performance measurement reporting

  • Project performance and after-action reviews

  • Interface with client to provide timely resolutions for all TOC issues

  • Make certain all employees have the required resources to perform job duties

  • Act as a back for all positions on the TOC Team to ensure appropriate coverage for all shifts

  • Assist in compiling monthly invoices and reports

  • Ensure that the appropriate staff levels are maintained to properly support TOC operations, recruiting additional staff when required

  • Manage team performance, recognition & rewards, daily time tracking, PTO, development, recruitment and retention in partnership with the Human Resources Team and in conjunction with Kapsch policies and practices

  • Develop and facilitate team training modules and tracking for completion / compliance

  • Establish and distribute work hours / schedule for TOC Operators; including tracking of PTO and necessary coverage

  • Promote healthy work environment consistent with corporate policies

    What we are looking for.

  • Bachelor’s degree or equivalent to include 4 years relevant experience as a people leader and/or specialized skills to offset the educational requirement

  • Minimum four (4) years of experience with Operations and Traffic Incident Management

  • Previous People Management experience

  • Bilingual English-Spanish (read, write, speak) preferred

  • Experience with Microsoft Office applications – Outlook, Excel, Word and PowerBI

  • Excellent written, verbal and interpersonal communication skills

  • Dependable, accurate and detail oriented
