Salary Range : $60,000 - $68,649 annually. Compensation will be commensurate upon experience and qualifications.

Summary

As the only research-centered university in southern Colorado, and with research being a core tenant of UCCS's 2023 Strategic Plan, this position plays a pivotal role in obtaining external funding at UCCS and advancing the research goals of UCCS faculty and staff. The Sr. Sponsored Programs Specialist will be responsible for all pre-award activities needed to ensure institutional compliance with diverse federal, state, and university rules, regulations, policies and procedures. Working collaboratively with diverse faculty, staff, university leadership, and sponsor representatives, this position provides excellent customer service and support. With extensive knowledge of the local, federal, and international funding landscape, the Sr. Sponsored Programs Specialist provides expertise to the UCCS campus seeking external funding. This position will be responsible for developing and coordinating training and workshops to others in the Office of Sponsored Programs (OSP) and the UCCS campus as a whole. This position will assist the Director when needed and serves as the second for OSP.

Essential Functions

The duties and responsibilities of the position include, but are not limited to:

  • Serve as expert for interpreting, explaining, and training UCCS members of the specific guidelines and regulations of the university, sponsor agencies, and federal and state regulations related to research administration

  • Initiate application packages in agency specific online systems as necessary

  • Provide coaching and mentorship to other staff with pre-award duties

  • Provide faculty and staff with assistance and expert advice on the preparation of proposal budgets, budget justifications, and corresponding agency forms, certification and assurance, and supporting documentation required by the sponsor. Oversee the review of all material to ensure compliance with RFP and upload proposal documents to online systems as necessary

  • Review applications and budget proposals to confirm that they are complete and accurate and ensure proposals are formatted and assembled in accordance with agency requirements and are compliant with university, sponsor, state, and federal policies and regulations

  • Develop and coordinate communications with Principal Investigators and others to ensure efficient processes are in place to submit proposals and accept awards

  • Develop, refine, and perform quality assurance processes to ensure compliance with appropriate regulations governing sponsored programs;

  • Responsible for maintenance and main point of contact for the UCCS Pre-Award software, Cayuse

  • Assist the Director, as requested, such as researching and preparing topic specific training materials;

  • Develop, coordinate, and deliver activities, including trainings and workshops to support the success of sponsored programs including topics, such as locating funding opportunities, proposal & budget preparation, allowable costs, and compliance with federal circulars;

  • Provide leadership by monitoring and communicating about various complex and changing regulations and federal guidance as it applies to sponsored programs administration in order to assist in the interpretation and application relating to pre- and post-award administration of grants, contracts, and cooperative agreements;

  • Coordinate with compliance offices (ex. Export Control, Financial Conflict of Interest (FCOI), Internal Review Board (IRB) to ensure PI and others, as appropriate, meet the minimum requirements for sponsored projects actions

  • Oversee and track the training requirements for PIs and other named personnel on sponsored programs to ensure eligibility and compliance

  • Responsible for preparing reports, tracking sponsored program activity data, and leading as a steward of record keeping

  • Assist with initiating accounting requests and other associated tasks in the pre-award stage for new awards

  • Enter and update issued subcontracts in federal database;

  • Collaborate with the Director of OSP to develop, refine and enhance sponsored programs processes, policies, and procedures;

  • Collaborate with the Director of OSP and the Director of Research Integrity on special projects as assigned.

Minimum Qualifications

Applicants must meet minimum qualifications at the time of hire.

  • Bachelor's degree in any area

  • Experience in sponsored programs administration

  • Knowledge of applicable federal regulations related to sponsored programs administration

Preferred Qualifications

  • Master's Degree in related field

  • Experience working at an institution of higher education

  • Experience with pre-award software

Physical Requirements

While performing the duties of this job, the employee is frequently required to sit. Employee is occasionally required to stand and walk. Tasks may involve looking at computer screen continuously for long periods of time, talking within normal range. The employee must occasionally lift and/or move up to 10 pounds.
