The selected individual will be familiar with basic aircraft and equipment maintenance management policy implementation and procedures as well as Technical Order management responsibilities. The tasks involved include understanding, managing, and keeping leadership informed of technical issues with regards to assigned programs and writes, or is a major contributor to, management/technical reports or contractual documents.

Will perform:

  • Review and recommend changes to program-unique specifications to include system specifications, development specifications, and product specifications for both hardware and software, for proper format, content, and compliance with program requirements and standards.

  • Maintain a current drawing package for all modifications and ensuring the latest version of drawings are on file.

  • Ship and transmit drawing packages and their revisions.

  • Provide technical support and analysis on field, depot and modification program issues.

  • Participates in prepublication and post-publication technical order reviews.

  • Participates in determining when items are no longer used or repairable and should be disposed of in accordance with proper guidelines.

  • Prepare or assist with preparation of Time Compliance Technical Orders (TCTOs) to support configuration changes and inspections.

  • Support execution of Configuration Control Boards (CCB) and subordinate board (e.g. Technical Review Board -TRB) directives by partnering with the Technical Content Managers to manage the publication and distribution of technical order changes.

  • Support Engineering Plans and Operational Safety, Suitability, and Effectiveness (OSS&E) baselines by performing configuration management tasks (including management of Deficiency Reports (DRs), AFTO 22s, and AFTO 252s).

  • Produce monthly DR, AFTO 22, and AFTO 252 performance metrics.

  • Support the configuration control function to include receipt, dissemination, processing, tracking, and providing recommendation for the final disposition of Advanced Change Study Notices (ACSNs), Engineering Change Proposals (ECPs), Requests for Deviation/Request for Waiver (RFD/RFW), Deficiency Reports (DRs), Airworthiness Directive Notes (ADN), Service Actions (SAs), Service Bulletins (SBs), Aircraft Service Changes (ASCs), Notices of Deficiency (ND), and Quality Control Plans (QCPs).

  • Review change proposals management impacts, and compliance with Government requirements; provide recommendations for Government review and disposition and assist in the preparation and conduct of CCB and related subordinate boards; and assist in maintaining change proposal files and providing historical information.

  • Attend and support Functional Configuration Audits (FCA), Physical Configuration Audits (PCA), and Compliance Audits (CAs), to include auditing hardware and software Configuration Items (CIs), disposition and tracking of action items and assist with preparation of the minutes.

  • Assist with TIMs and the preparation of minutes from the meetings.

  • Assist and execute transition to a digital technical order system.

  • Analyzing equipment and forecasting spare parts requirements. Reading and interpreting engineering change orders, equipment requisitions, shop orders, and work orders. Analyzing contract specifications and examining pertinent equipment to determine if specifications are met. Performs research to determine vendors and availability of parts and materials and technical information. Typical research activities include the review of technical drawings packages, modification work orders, technical manuals and bulletins, military and commercial specifications, and the examination of special tools, dies, jigs, and test equipment to insure compatibility.

  • Performs research to locate obsolete and hard to find parts as part of the Diminishing Manufacturing Sources and Material Shortages (DMSMS). Establishes new or alternate sources of supply for parts and materials. Assembles technical data packages to submit to vendors and contractors for capability assessments, bids and price quotations.

  • Provide technical inputs for the maintenance, operation, sustainment, and training. Provide systems, subsystems and support equipment advice and recommendations.

  • Support the efforts to maintain configuration management (CM).

  • Provide technical assistance in resolving complex system and equipment problems or design deficiencies through the Deficiency Reporting.

  • Assist Software Engineering with Computer Program Identification Numbers (CPIN) for distribution and CM control purposes.

  • Support the provisioning process and Support Equipment Recommendation Data (SERD) submissions.

  • Assist in the collection and monitoring of maintenance data through the Reliability and Maintainability (R&M) Program.

  • Perform technical reviews, validations, changes associated with Tech Orders. Assist in analyzing and interpreting engineering drawings, technical manuals, and technical data.

  • Support IMDS and REMIS initial set up efforts and potential changes.

  • Represent the consensus and convey the findings and recommendations in meetings and dealings with other teams, management, program officials and other customers.

  • Provide integrated technical support for assigned nuclear and conventional aircraft weapon systems and modifications.

  • Provide direct support to the field, as well as contractor and organic maintenance personnel regarding troubleshooting of complex problems to ensure aircraft mission capability and availability.

  • Assist in troubleshooting and repairing of difficult and unusual problems associated with assigned systems/subsystems and equipment.

  • Establish overall maintenance program for production, supplies, and equipment.

  • Collect, analyze, interpret, and/or develop specialized information systems and components.

  • Read, prepare, and revise technical orders.

  • Aid and/or advise services to those who design, test, produce, produce, supply, operate, repair, and/or dispose of systems and components.

  • Manage, advise, and/or assist in the disposal of unusable, excess, and/or obsolete systems and components.

  • Will perform other duties as assigned.

Qualifications/ Technical Experience Requirements:

  • Must be a US Citizen

  • Active Secret clearance

  • Bachelor’s Degree preferred

  • Minimum 5+ years of experience within a DoD setting
