Global Science and Technology Inc. Grants Specialist in College Park, Maryland

Global Science and Technology, Inc (GST), is seeking an experiencedGrants Specialistto join our team supporting the National Environmental Satellite, Data, and Information Service (NESDIS) Center for Satellite Applications and Research (STAR), which is NOAA's premiere research office for developing the satellite algorithms needed to transform satellite observations to environmental measurements.

This position is at the STAR headquarters offices in College Park, MD, and engages with various support functions. This position is approved for a hybrid work schedule of onsite and telework.

Position Summary:

The Grants Specialist will assist our client in a variety of functions. Will assist with the development of comprehensive grants management programmatic policies, procedures, guidelines, protocols, and requirements. You will support STAR with the pre-award, award, and post-award closeout grants process, including developing internal and external documents for submission to officials in the NOAA Acquisitions and Grants Office (AGO). You will analyze grant funding and obligation data. You will help coordinate national programs and operations in support of competitive and non-competitive grant programs and cooperative agreements in the fishing business and industry. You will advise independent review panels and analyze proposed budget estimates for allowability, reasonableness, and consistency. You will monitor, measure, and assess awardee performance and review expenditures for all monitored programs to ensure all funds are expended properly and in compliance with the conditions and requirements of the grant.

Overall, GST is working to support this client in the implementation of a satellite science and engineering grants process, and the successful candidate will serve an important role in this effort. You will likely enjoy the seriousness and impact of this program in helping to expand and strengthen the United States' environmental monitoring and marine conservation missions.

Required Education/Experience/Skills:

The individual must have solid experience in grants management to be considered for this role. Experience in the federal government is a significant plus, though other institutional contexts like state agencies are good. Experience in a science or engineering agency is also a significant plus in applying.

Requires a Bachelor's Degree in Public or Business Administration, Environmental Science and/or Policy, Meteorology or Oceanography, or other fields relevant to or synthesizing skills engaged with federal science agency operations, budget or grants analysis, or project management A minimum of 7 years' experience with BS/BA or 5 years with MS/MA

Ability to communicate effectively with a variety of scientists, technicians, and managers MS Word, Excel, and PowerPoint skills required Google suite of applications experience is highly desired MS Project experience is a plus
