Northeast Ohio Regional Sewer District Project Engineer I - Commissioning in Cleveland, Ohio

Description JOB SUMMARY Supports the commissioning phase of capital improvement projects. Works under the direct supervision of the Commissioning Manager and construction management to help ensure the commissioning of new equipment and assets of a project meets the project goals. Works and coordinates with the Engineering and Construction (E&C) and Operation and Maintenance (O&M) departments. Coordinates with other plant personnel during the commissioning process. Performs other duties of a similar nature as may be required. ESSENTIAL FUNCTIONS - Supports the efficient execution of the commissioning process. Conducts all commissioning and training activities developed by the commissioning team. Monitors the project's commissioning process and reports updates and concerns to the Commissioning Manager. Monitors contractors' resources for the commissioning of projects. - Helps management resolve technical issues on site during testing and commissioning work. Ensures smooth transitions of resources and standardization of commissioning processes between facilities. - Reports updates to construction management and senior level Sewer District staff as required regarding the progress of testing and commissioning of Sewer District equipment and assets. - Reviews and responds to Requests for Information (RFIs) and assists in the development of Requests for Proposal (RFPs) as necessary to assist the construction management team on technical changes as it relates to electrical, mechanical and PC&A related fields. - Identifies all key elements for operational readiness and works with construction management to create agendas, presentations and jointly lead meetings during the design and construction phases of the project. - Serves as a liaison between E&C, O&M and PC&A to implement mechanical and PC&A consistency across smaller E&C projects. - Attends PC&A factory acceptance testing, site acceptance testing and participates in the loop check effort with assistance by PC&A and engineers. - Assists with programming workshops to review Human Machine Interface (HMI), Operation Information Technology (OIT) and Wonderware graphics. Reviews process control descriptions as directed by the Commissioning Manager. - Supports the project team and contractors as they populate the Commissioning and Asset Tracking Log. Reviews and updates Commissioning and Asset Tracking Logs. - Coordinates with the Technical Services Group (TSG) in developing accurate preventative maintenance checklist for monthly, quarterly and yearly preventative maintenance's (PM's) on process equipment based on manufacturer recommendations during training and start-up activities. - Analyzes data and processes to maintain the timeline, integrity and quality assurance of current projects. Utilizes engineering problem analysis and problem-solving skills to evaluate possible alternatives and recommend solutions to meet current project objectives. - Reviews record drawings for accuracy and coordinates necessary revisions with contractors and engineers. - Performs other duties of a similar nature as may be required. MINIMUM JOB REQUIREMENTS EDUCATION - Candidate must possess a bachelor's degree preferably in engineering, construction management or a closely related field. - An equivalent combination of relevant education and experience may be substituted as outlined in the Education Equivalencies Policy. EXPERIENCE - Candidate must possess one (1) year of engineering or construction management experience that may include internships, co-ops and/or related college level coursework in applied engineering or construction management principles. - Experience in control systems is preferred.
