Summary You will serve as a senior accountant in the Accounting and Financial Analysis Division and will be responsible for leading, performing, and integrating a variety of professional accounting duties and financial management initiatives. Duties will include coordination and oversight of reporting, reconciliation, and internal control work requirements for Glenn Research Center (GRC) and NASA. Responsibilities Duties described below are at the highest grade advertised. Duties assigned at lower grade levels will be of more limited scope, performed with less independence and limited complexity; duties will be commensurate with the grade of selected employee. Prepare, analyze, interpret, and present financial and accounting data to assist senior level managers and external stakeholders with decision making and to resolve financial management issues. Perform and oversee analysis and reconciliation of a variety of general ledger accounts. Guide the correction of accounting transactions that create out-of-balance conditions in the general ledger and financial reports. Lead GRC and Agency level teams to analyze and improve staff, system, and process effectiveness. Communicate assignments, problems to be solved, milestones, and deadlines; validate and report progress, findings, and recommendations to management. Develop, refine, and document financial and accounting processes and procedures. Coordinate testing of business and accounting software upgrades and implementations, along with any necessary interfaces with other software. Establish and monitor internal controls to identify problem areas, determine actions required, improve operating effectiveness, and ensure and maintain the integrity of financial and accounting information. Serve as a technical expert, providing guidance on accounting regulation, policy, and procedures to supplement guidelines received from Headquarters, Government Accountability Office, Department of Treasury, or Office of Management and Budget. Coordinate and deliver training for Chief Financial Officer (CFO) staff and other impacted stakeholders on new and existing financial policies, procedures, and regulations to ensure understanding and operational effectiveness. Requirements Conditions of Employment Qualifications Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. GS-13: To qualify at the GS-13 level, you must have one year of directly related specialized experience equivalent to the GS-12 level: Developing, monitoring, or executing financial policies and internal controls; Performing accounting practices, procedures, and/or internal controls related to functions, such as internal or external financial reporting, property, accounts payable, travel, payroll, cost accruals, and reimbursable activity; and Utilizing accounting systems and policies to manage financial information. GS-14: To qualify at the GS-14 level, you must have one year of directly related specialized experience equivalent to the GS-13 level: Applying analytical techniques to identify and resolve complex accounting and systems issues; Working with senior level managers and external stakeholders to address and resolve financial management issues; and Overseeing or evaluating accounting functions, such as internal or external financial reporting, financial statement preparation, property, accounts payable, travel, payroll, cost accruals, and reimbursable activity. You must have successfully completed a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree that included a major in accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing"). OR B. Have a combination of education and experience: Have at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. Your background must also include one of the following: 24 semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) you have successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that you have demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, your education, training, and experience fully meet the specified requirements. U.S. degrees must have been awarded from colleges or universities that are accredited by recognized accrediting organizations.
