DESCRIPTION: Under direct supervision from the Senior Director or designee, this position is responsible for overseeing the operations of the Utilities Division while performing day-to-day tasks relative to the Towns water and wastewater operations, related regulatory compliance, and the repair and maintenance of Town utilities, facilities, and infrastructure. This position is responsible for a broad range of project management functions related to Capital Improvement Projects. performs inspections as needed on water and wastewater construction projects in various stages of construction for conformance with approved plans and Codes. processes and answers questions concerning construction requirements. makes field inspections on a variety of public and private construction projects in conformance with applicable standards, specifications, and Town ordinances. This position understands public trust and models the highest standards of personal and professional integrity expected of those working in public service. Employees in this class typically work a forty (40) hour work week, however schedules may change depending on the needs of the organization.

CLASSIFICATION:Positions in this class are characterized as having advanced Arizona State recognized certifications in addition to extensive knowledge of municipal water and wastewater systems and related infrastructure(s) and regulatory requirements. An employee of this class directs a major functional area and manages highly technical job functions that require the ability to think independently, use good judgment and apply strong communication and customer service skills. An employee successful in this position is also an effective team player, leading by example and providing direct oversight to division staff. Abnormal working hours may be required from time to time.

This is a safety-sensitive, exempt, full-time, classified position with full benefits. The salary range for this position is \$89,692 - \$143,508 DOE. Highly qualified candidates may start above the minimum.

ESSENTIAL FUNCTIONS AND DUTIES

Essential functions and duties may be modified at any time at the managements discretion. Typical duties may include, but are not limited to the following:

  • Directs, manages, and evaluates the operation of maintenance on and repairs to the Towns water system, wastewater system, and related infrastructure.
  • Serves as the Operator in Direct Responsible Charge as required by Arizona Department of Environmental Quality (ADEQ) for said facilities and infrastructure as designated by the Senior Director.
  • Supervises and evaluates Utilities Division personnel, including ensuring that staff certifications are maintained, and sufficient training and development opportunities are provide.
  • Schedules daily Utilities crew assignments and works with contracted Utilities services.
  • Interprets Federal, State, and local regulations related to public utility infrastructure.
  • Develops, implements, and monitors preventative maintenance processes and policies.
  • Assists Senior Director or their designee to develop operation and maintenance (O&M) budgets and long-range Capital Improvement Programs for the Utilities Division.
  • Works with Town staff to coordinate regional planning issues and represents the Town on various regional and statewide committees. Serves as Towns liaison to the Arizona Department of Environmental Quality and any other group involved with water and wastewater operations.
  • Prepares a variety of professional reports relative to the water and wastewater operations as needed including a monthly DOE and EPA report.
  • Conducts plan reviews and inspections of work in pro ress and verifies completeness for compliance with safety requirements, Town Code, department policies, and state and federal requirements.
  • Reviews laboratory data on sewage flow, digester operations and sludge to maintain the treatment plant within compliance with the operational guidelines of APP and discharge limits established in the Towns NPDES discharge permit when applicable.
  • The Town retains the right to change or assign other duties to this position.
