DEFINITION

MONTHLY SALARY RANGE:

$6,163.22 - $6,478.88; $6,810.74 - $7,160.06; $7,526.88 - $7,912.36

The Current vacancy exists in the Fire Department. The Supervising Fire Prevention Inspector reports directly to the Assistant Fire Marshal and will oversee the workload of the fire inspectors. Incumbents will be responsible for distributing and balancing the workload of the inspectors they supervise as well as perform inspections. The incumbent will work a 9/80 schedule: 7:30 a.m. - 5:30 p.m. Monday through Thursday; 8:00 a.m. - 5:00 p.m. Fridays, with every other Friday off.

Incumbents in this position are included in the Civil Service system, in a "for-cause" employment status, and are represented by the Mid Management/Supervisory Level Unit. (Classified/Represented)

This recruitment is being conducted as an Open/Promotional recruitment. Current full-time City of Stockton employees may apply for this position as a promotional opportunity and successful candidates will be placed on a promotional list. Prior to appointment, eligible candidates will be required to submit to and successfully pass a background investigation, which will include fingerprinting and a medical examination which includes a back evaluation.

Under general direction, plan, organize, assign, and review the work of assigned personnel engaged in the inspection of buildings, facilities, sprinkler and fire alarm systems to enforce fire codes and ordinances; perform the more complex duties and inspections requiring specialized knowledge; provide administrative support to assigned division Captain; and perform related work as assigned.

CLASS CHARACTERISTICS

This is the first-line, supervisory level responsible for organizing, assigning, and reviewing the work of the Fire Prevention Inspectors that perform inspections and enforce codes and ordinances. This class is distinguished from the Fire Prevention Inspector II in that the Supervising Fire Prevention Inspector participates in the more complex and specialized assignments and has supervisory responsibilities over assigned staff.

PRINCIPAL DUTIES (Illustrative Only)

  • Plan, assign, supervise, evaluate, and participate in the work of subordinate personnel involved in fire prevention work.

  • Plan and conduct training for Fire Inspector I and II.

  • Perform the more difficult or complex inspections or special assignments to ensure compliance with fire, life safety, and related codes and ordinances.

  • Check building construction plans for compliance with fire and life-safety codes and regulations. Work with various City departments, outside agencies, and contractors to ensure compliance.

  • Maintain current knowledge of codes, regulations, construction methods and materials, and fire protection and detection systems.

  • Respond to inquiries, investigate complaints, and resolve issues related to fire prevention practices.

  • Make public appearances and give safety lectures to schools and civic organizations.

  • May be required to represent the City and the Fire Department at City Council, community groups or other related meetings or events.

  • Represent the Fire Department in Planning meetings for development and construction.

  • Maintain accurate records; prepare correspondence, technical reports, policies and procedures and other written materials.

  • Review the reports of the Fire Inspectors to ensure the accuracy and continuity of the inspection.

  • Perform other related duties as assigned.

QUALIFICATIONS

Education:

High School Diploma or GED

Experience:

One (1) year of experience with the Stockton Fire Department Fire Prevention Division at a level equivalent to the City’s Fire Prevention Inspector II.

OR

Five (5) years of fire inspector experience in a municipality of similar or larger size to the City of Stockton. Experience with plan checking, code enforcement, or related inspection work which has included specific responsibility for fire and life safety code enforcement is highly desirable. Possession of an Associate of Arts degree in fire service, hazmat, public safety, code enforcement, building inspection, evidence collection, field investigations, or research requiring the interpretation of complex data may be substituted for one year of the required work experience.

Other Requirements:

  • Must possess valid Fire Inspector I and Fire Inspector II certifications issued by California State Fire Training.

  • Must possess a valid Fire Inspector Certification issued by the International Code Council.

  • Must possess and maintain a valid PC 832 Arrest and Seizure certification.

  • Must possess and maintain a valid Class C California driver license.

    Knowledge of:

  • Federal, state and local codes, ordinances and regulations relating to fire and life safety, hazardous materials storage and disposal, and building construction;

  • Principles and methods used in building construction;

  • Fire protection, detection and suppression systems, materials and equipment;

  • Fire inspection practices and methods, including techniques for dealing with the public in stressful situations;

  • Business mathematics related to calculating fire protection and suppression system requirements;

  • Safe work practices and regulations pertaining to the work;

  • Standard office equipment, computer applications and software related to the work;

  • Basic supervisory principles and practices; and

  • Uniform Fire Code Certification is desirable.

    Skill in:

  • Reviewing plans and specifications for new construction for compliance with fire and life safety codes and regulations;

  • Directing, planning, assigning, and reviewing the work of others;

  • Training others in proper work procedures;

  • Performing complex facility inspections for code enforcement purposes;

  • Interpreting and applying complex codes and regulations;

  • Reading and interpreting plans and specifications;

  • Investigating complaints, evaluating alternatives and making appropriate recommendations for problem resolution;

  • Dealing courteously and communicating effectively with property owners, contractors, and others contacted in the course of the work;

  • Maintaining accurate records and preparing clear and concise reports, correspondence and other written materials; and

  • Exercising sound independent judgement within established guidelines.

    Physical/Mental Requirements:

  • Mobility - Frequent sitting, walking, bending, twisting, and squatting; occasional climbing and kneeling;

  • Lifting/Carrying – Frequent carrying and lifting up to 10 lbs; Occasional carrying and lifting up to 50 lbs;

  • Vision – Constant use of overall visual capabilities; frequent need for use of color perception, hand/eye coordination, reading and/or close-up work;

  • Dexterity – Occasional typing, grasping, holding, reaching, pushing, and pulling;

  • Hearing/Talking – Frequent hearing and talking in person or over the telephone; ability to detect specific noises. May be required to wear hearing protection; may work in noisy conditions;

  • Emotional/Psychological - Frequent coworker contact; occasional working alone; must have the ability to comprehend, organize, communicate, follow direction, and use independent judgement;

  • Environmental Conditions – Frequent exposure to loud noise, chemicals, fumes, and other environmental substances;

  • Working Conditions – Must be willing to work outdoors in all weather and topographic conditions and exposure to hazardous materials and bio-hazards, walking on uneven ground; working around equipment and machinery; wearing self-contained breathing equipment; working from heights, underground, in confined spaces, and in heavy traffic; and

  • Special Requirements – Occasional weekends, holidays, overtime work as required, and work off-hours in emergency situations.

THE EXAMINATION:

Applicants who qualify in terms of relevant work experience and education, that best fit the needs of the City, will be invited to participate in the examination process. The examination process may include oral and/or written test(s) weighted 100%. However, the City reserves the right to utilize alternative testing methods if deemed necessary. Candidates must receive a minimum passing score of 70%, as determined by the relative performance of all candidates in all portions of the examination.
