Job Overview The Office of Research Security and Ethics (RSE), in the Office of Research, was established in response to evolving federal guidelines addressing increased research security challenges related to foreign affiliations. The RSE office is intended to be a resource to help faculty navigate the new and changing requirements impacting disclosure of conflicts of interest and commitment, export controls, restricted research, travel security, cybersecurity in research, and relationships or affiliations with foreign entities and research support provided by those entities. This position is in the Restricted Research department that covers export control, restricted research, and cybersecurity in research. It will assist in the day-to-day operation and implementation of the university's restricted research, export control, and international trade compliance program. The ideal candidate for this position will have a strong working understanding of export controls and the ITAR program with a strong understanding of how to read, interpret, and apply federal regulations to a dynamic and innovative environment. They will also have opportunities to engage with researchers doing Controlled Unclassified Information research and expand knowledge about how to apply cybersecurity controls to research. Essential Functions Analyze and communicate the interpretation and applications of laws and regulations to proactively identify and address issues that impact research, including, but not limited to, the International Traffic in Arms Regulations (ITAR), the Export Administration Regulations (EAR), and the Office of Foreign Assets Control (OFAC) Regulations and Sanctions; maintain current knowledge of ITAR, EAR and OFAC regulations, information, and best practices. Oversee the daily and weekly transactional requests, including, but not limited to, the Export Control Certification requests from UC's International Services Office; oversee the development and implementation of enhanced international trade compliance policies and procedures; produce reports, correspondence, and other documentation for various export requests. Work with requestors and pertinent stakeholders to address any preliminary deficiencies identified in the requested documentation prior to submission; correspond with requesters to obtain the information necessary to perform an accurate assessment of the export control requirements for the requested activity; interact with investigators, faculty, students, and all levels of staff. Oversee the development of international trade and Controlled Unclassified Information (CUI) compliance training materials; oversee the reviews of proposals, awards, non-disclosure agreements, project scopes of work, and other relevant agreements and activities to determine export control applicability; oversee the evaluation of restricted party screenings.
