Global Resource Solutions Personnel Security Adjudicator in Chesapeake, Virginia

Global Resource Solutions, Inc. (GRS) is seeking an enthusiastic, motivated, and talented individual for the position of Personnel Security Adjudicator.

Job Description:

Summary: The Personnel Security Adjudicator will perform adjudications support and administrative services required in support of DCMS-34 security program management initiatives at SECCEN in Chesapeake VA.

Essential Duties & Responsibilities:

  • Review, analyze, and evaluate results of investigations to recommend employment, suitability/fitness, credentialing, and/or security clearance eligibility to a government adjudicator.

  • Contractor shall summarize investigative issues on the adjudicator worksheet, recommend approval/disapproval, and annotate pertinent suitability factors and security guidelines, as applicable.

  • Corroborate or mitigate serious derogatory information.

  • Determine if additional inquiries are necessary to resolve discrepant, negative, or contradictory information.

  • Prepare requests for additional investigation, obtain additional information, or satisfy other USCG requirements

  • Perform preliminary adjudicative reviews of National Security, Fitness, or Suitability cases to present to the government for final adjudicative decision. Although the level of these case type varies, each contractor must complete at least 3-5 cases per day.

  • Record all adjudicative activities within the DHS system of record; Integrated Security Management System (ISMS).

  • Follow DCMS-342 standard operating processes and use applicable SECCEN guides.

  • Shall perform other duties as assigned to support the adjudicative function.

Requirement:

  • High School Diploma

  • Three (3) years of experience making national security, suitability or fitness determinations or providing adjudicative recommendations to a Government Adjudicator.

  • Adjudicator Professional Certification (APC) is required.

  • Four (4) years of specialized experience in adjudications without the APC.

Security Requirements:

  • Favorably adjudicated T3 or higher Background Investigation

  • Maintain a Secret Clearance

Skills:

  • In-depth knowledge of investigative requirements for the performance and adjudication of BIs

  • Experience in reviewing and evaluating Reports of Investigations (ROIs) on applicants - contractors and employees

  • Making security and suitability determinations within the limits of the agency delegated authority

  • Preparing written evaluations and statements of issues, LOIs, SORs

  • Proficient writing skills

  • Detailed knowledge of personnel security administration requirements, Adjudicative Guidelines, Suitability Factors and DCSA clearance procedures

  • e-QIP, CVS/PIPS, NP2 Portal, DISS use and management

  • Develops draft operating procedures and security education material

  • Strong customer service and communication skills, oral and written

  • Knowledge of Microsoft Office and associated software

Physical Requirements: This position requires employees to be willing and able to: sit, bend, reach, stoop, squat, stand, and walk.

Communication: Excellent customer service via phone and face to face conversation, excellent written and oral command of English.
