KBR is providing Project Management Services encompassing Engineering, Procurement, Construction, and Commissioning phase execution supporting KBR’s client Sonangol’ s multi-billion-dollar grass roots Lobito Refinery Project in Angola Africa.

This position will begin the project in the local home office either Houston or Chennai.

KBR is looking for a Senior Refinery Power & Electrical Commissioning Superintendent to manage and audit the EPC Contractor’s Commissioning Team during phases of pre-commissioning, commissioning, preservation, systems mechanical completion, training, and ready for start-up to ensure commissioning activities meet requirements to complete the project schedule as designed. This position will act as client first face managing and auditing HSSE activities, SIMOPS, permit to work related procedures and audit EPC Contractors Commissioning Team during work activities.

The Senior Refinery Power & Electrical Commissioning Superintendent will support the Engineering Team with commissioning and startup related to Power and Utilities for the Marine Facilities, Plant OSBL and ISBL areas at the Sonangol Refinery – Lobito, Angola Site. This role will be an interface with the clients, requiring a deep understanding of the technology combined with excellent communication and leadership skills. The Senior Refinery Power & Electrical Commissioning Superintendent will manage and control Pre-Commissioning and Commissioning activities to achieve desired targets in conformity within established cost, quality, schedules, process performance and loss prevention.

*This position will mobilize to Angola early 2025

KBR Home Office Responsibilities:

  • Review EPC Contractor’s Refinery plant operating philosophy manuals based upon engineering designs, and Commissioning and Startup Sequences for Power, Utilities and Process Unit Systems

  • Participate in P&ID Reviews, 3D Model Reviews, HAZOPS Reviews, SIMOPS reviews, provide lessons learned and best practice contributions to the teams

  • Provide commissioning, operations, and maintenance inputs according to engineering designs

  • Review EPC Contractor Refinery plant training material based upon engineering designs

Project Site Responsibilities (Angola):

  • Audit EPC Contractors

  • Turnover Management program to ensure the project is tracked and documented.

  • Plant walk-down activities independently or as part of a team and review punch lists

  • Pre-commissioning/commissioning activities

  • Inspection Test Reports and Quality Records

  • Completion and Certification certificates

Education, Experience, & Skills:

  • Bachelor’s degree in engineering or related field10 + years directly related experience with an average experience of 15 + years

  • In lieu of formal education 18 + years of experience with an average of 23 + years

  • Experience managing and operating all Electrical Equipment in the field, (e.g., Sub-Stations Switchgears, Generators, UPS systems and electric Motors)

  • Experience starting up Electrical Power from Black Start with no power from the grid

  • Experience managing and starting up Gas Turbine Generators (GTSs), Heat Recovery Steam Generators (HRSGs) and Steam Turbine Generators (STGs) in the field

  • Strong knowledge of electrical components, standards, circuits, power systems, and control systems.

  • Participates in regular progress and coordination meetings with the Completions Manager

  • Experience managing and completing Inspection and Test Records (ITRs) and the Pre-Commissioning and Commissioning Electrical Completions ITR’s in a timely manner

  • Proven ability writing technical procedures and training materials to multi-discipline groups.

  • Experience preparing and presenting training materials to multi-disciplined groups

  • Proficiency in MS Office Applications, Microsoft Projects, Visio, Power Point, Revu Bluebeam and Adobe Applications

  • Perform other duties as assigned
