V.I. Housing Finance Authority Community Manager in Frederiksted, Virgin Islands

DESCRIPTION Under the direct supervision of the Manager of Rental Properties, the Community Manager is responsible for complete oversight of their assigned property and providing leadership and direction to employees at the assigned property. They mentor and ensure all employees support the corporate mission and understand their role in achieving these established goals. The Community Manager supports and coaches associates to enhance individual performance and provide excellent customer service to residents. The incumbent is expected to have excellent attendance and communication skills, possess the ability to build lasting business relationships, and exhibit professionalism. ESSENTIAL DUTIES AND RESPONSIBILITIES: - Full oversight of assigned community(ies) - Supervise and provide training to community employees - Evaluate employees' performance, including the completion of annual performance reviews - Counsel underperforming employees and provide constructive feedback to improve performance - Create a positive, welcoming, supportive environment for residents, visitors, and community employees - Attract, screen, and select prospective residents in accordance with federal, state, governing program laws and regulations utilizing the set Resident Selection Criteria - Maintain knowledge and awareness of market conditions affecting leasing and operations - Develop and execute effective marketing and advertising campaigns for apartment leasing - Assist with the development and implementation of resident services programming - Maintain sound rent collection procedures, including following up with delinquent accounts - Reviews and approves daily reports with the payments received. - Deliver rent deposits to the bank and submit relevant documentation - Oversee security deposit administration, including inspecting units to determine residents' balance or refund, prepare disposition letters, and process security deposit returns - Maintain familiarity with all procedures and requirements for accounts payable - Participate in the preparation of the annual operating budget and work with the Manager of Rental Properties to maintain budgetary guidelines - Monitor landlord-tenant relations and mediate disputes when necessary - Utilize maintenance software program to enter in and track service requests, and regularly review maintenance reports - Conduct walk-throughs and follow up for vendors work on-site - Inspect apartments for move-in condition and turn over status - Inspect property grounds, office, community room(s), and all other amenities to ensure they are clean and maintained - Ensure all contractors/vendors have approval from the Manager of Rental Properties prior to performing any work on the property; once approved, monitor the activities being performed. - Demonstrates courteous and cooperative behavior when interacting with visitors and staff - Maintains confidentiality of work-related issues and information. QUALIFICATIONS: - Education: - High School Diploma or equivalent - Bachelors Degree in Business Administration or related field desirable - Bilingual (English-Spanish), conversational, written, and translated - Certified Occupancy Specialist, Certified Manager of Housing or equivalent {=html} - Experience: A minimum of 3 years of supervisory experience, preferably in property management, is required. Experience in affordable housing, Tax Credit, HUD, and/or Rural Development is preferred. An equivalent combination of education, training, and experience may be considered. Knowledge, Skills, and Abilities: - Strong leadership skills, communication skills, and decision-making abilities. Must be able to motivate portfolio and team members to accomplish company goals and expectations - Requires the ability to perform and handle interruptions in a rapidly changing, ulti-tasking environment in an appropriate manner - Work requires high attention and mental demands, including the ability to prioritize and process information with accuracy and clarity - Sound understanding of progressive multi-family management and operations as it relates to the management of assets, personnel management, office operations, budgeting, and planning - Must be able to provide excellent customer service and effectively and professionally communicate in e-mail, by phone, or in person during the workday - High degree of creativity, coupled with sound business judgment. - An aggressive self-starter, yet diplomatic, to effectuate positive relations with subordinates and peers. Performance-oriented and highly motivated to produce results. - Computer literacy - Excellent written and oral communication skills - Work a flexible schedule, including evenings and weekends - Demonstrate strong written and oral communication skills - Effectively communicate with applicants, residents, vendors, and supervisors by e-mail, by phone, or in person regarding day-to-day operations of the property - Performs other related duties and responsibilities as assigned.
