System One IT Strategic Planner (Top Secret Clearance) in Chantilly, Virginia

6 months Contract to Permanent

Location: Arlington, VA | Clearance Required: Top Secret

ALTA IT Services is looking for an IT Strategic Planner that will join a collaborative team environment where they will provide support and expertise toward the successful delivery of the project deliverables. Key to the success of this position is the effective communication to all levels of staff for reporting project status.

RESPONSIBILITIES:

  • Serve as prime consultant and subject matter expert for the customer on highly significant matters relating to policies, programs, capabilities, and exercise goals and objectives for the customer to meet its mission.

  • Develop mid to long-term objectives and strategic plans for the customer by identifying internal and external strategic issues that could affect mission success.

  • Monitor environment for opportunities, perform analysis of program goals, and seek opportunities to contribute to enhancing the exercise program.

  • Design, develop, plan, assist in execution and assess the customer in cooperative exercises with the Joint Force Headquarters in accordance with DoD guidance.

  • Setup and attend planning conferences; coordinate with internal and external stakeholders to develop scenarios, events, vignettes; establish execution events, timelines, and communication requirements; and determine support requirements for cyber activities within each exercise, experiment, or demonstration.

  • Review previous lessons learned and gather historical activity information to assist training audiences in drafting training objectives for each event.

  • Participate during exercise execution as part of the Exercise Control Group providing oversight, management, and control of events for the exercise. Provide budget support to the customer, including, projecting current and future budgets for exercises; recommending budgeting guidance for exercises; coordinating with unit finance representatives for exercise support; if required, assist in developing projections for POM inputs for exercises.

  • Develop after action reports to capture Lessons Learned (LL).

  • Prepare event-related documents (i.e., trip reports, exercise planning/execution products, after-action reports, meeting minutes) within organizational and host-expected time requirements. Trip reports are required within five business days from end of conferences/meetings.

    QUALIFICATIONS:

  • Bachelor's degree or higher, preferred

  • Minimum of 5 years of overall experience

  • MBA a plus

  • Previous experience briefing senior leadership at the General Officer, Flag Officer, or Senior Executive Service level

  • Previous experience as DoD planner

  • 3-5 years’ experience in project management

  • Project Management Certification (Preferred)

  • Experience with Combined Joint All-Domain Command and Control (CJADC2) (Preferred)

  • Experience with Military Decision Making Process (MDMP) (Preferred)

  • Experience with developing conceptual architecture products

  • Ability to work independently as well as in a team environment

  • Self-motivated, detail-oriented and organized

  • Proficient in Outlook, Excel, Visio and other Windows-based programs

  • Excellent oral and written communication

  • Outstanding client relationship skills
