Parsons is looking for an amazingly talented Sr. Capture Manager, Complex Infrastructure & PM/CM to join our team!

Our Federal Engineered Systems Global Business Unit is a world-class leader in delivering Complex Design-Build & Design-Bid-Build Construction, Engineering and Technology solutions to Federal and Civilian clients. We provide successful Complex Construction delivery, along with Program and Construction Management (PMCM) and engineering support to General Services Administration (GSA), Federal Aviation Administration (FAA), US Army Corps of Engineers (USACE), Naval Facilities Engineering Command (NAVFAC), US Postal Service (USPS), Department of Energy (DOE), Washington Headquarters Services (WHS), Architect of the Capitol (AOC), National Aeronautics and Space Administration (NASA), Veterans Affairs, Department of Homeland Security (DHS), National Science Foundation (NSF), Army, Navy, and Air Force customers on construction programs worldwide.

To support continued growth in the Complex Construction and PMCM markets, we seek a dynamic Senior Capture Manager to join our business acquisition team. Our customers’ landscapes are rapidly changing and becoming more competitive than ever before. Geopolitical shifts, climate changes, new emerging technologies, market consolidations, and regulatory changes create both opportunities and threats to our customers. We have a team of Technology experts, Engineers, Construction Managers and Project Managers that excel at working with our customers to understand the unique nature of their project requirements, and expertly deliver solutions designed to meet customer needs.

The successful Senior Capture Manager candidate works in a hybrid work environment (potential office space depending on location of candidate). Candidate should expect 25% travel, on average, to support new and ongoing business opportunities.

RESPONSIBILITIES:

  • Develop comprehensive capture strategies in partnership with operations, business development and disciplinary management teams to produce winning results.

  • Provide leadership and oversight to the development and preparation of major proposals, qualification statements, expressions of interest, presentations, and other business acquisition materials.

  • Responsible for market specific partner identification and relationship building for execution of at-risk design-build and design-bid-build opportunities.

  • Perform detailed analysis of RFP/RFQ/RFI documents to assess requirements and develop compelling proposal narratives and pricing strategies that demonstrate our value proposition.

  • Support project schedule development and project approach for successful delivery of strategic programs.

  • Identify opportunities that drive new business growth from Identification through Award.

  • Foster team collaboration and bring new differentiated solutions to clients.

  • Significant effort to develop, build content and oversee the creation of high-quality marketing materials and winning proposals

  • Keep abreast of market and industry trends to understand price to win and adjacent growth opportunities

  • Understand competitor capabilities; devise plans to position the company to be successful in pursuits aligned with our capabilities

  • Perform other capture-related responsibilities, as assigned.

PREFERRED EDUCATION/EXPERIENCE:

  • BS degree in Engineering, Environmental Sciences or Business (or equivalent)

  • 15+ years of experience in a business development capacity in the Federal market, with specific recent experience and knowledge of USACE, DoD, GSA and other Federal agencies.

  • Demonstrated history fostering team collaboration and envisioning differentiated solutions to solve client challenges.

  • Successful track record of supporting contracts that deliver services in multiple contract types and procurements, with preference for delivery of Firm Fixed Price (FFP) and At-Risk Delivery.

  • A track record of successful captures and proposal submissions with proven results in the development and execution of capture plans for FFP design-build and design-bid-build pursuits.

  • Experience in full lifecycle, at-risk delivery from identification, pursuit, and capture to deliver and commission/turnover.

  • Understanding of current market trends and differentiated solutions in this space.

  • Strong client relationships and ability to interface at all levels within client organizations.

  • Salesforce/CRM experience preferred (this can be taught an otherwise qualified candidate).

  • A track record of successful captures and proposal submissions with proven results in the development and execution of capture plans for Firm Fixed design-build and design-bid-build pursuits. Experience in full life-cycle at-risk delivery from identification, pursuit, capture, deliver, commission/turnover preferred.

  • Understands target Federal market and customer base and takes accountability to drive new opportunities which promote the Company’s expertise and successful past performance.

  • Familiar with contract terminology and provisions, proposal pricing, negotiations, period of performance evaluations / project schedules, and ability to adapt them for new work as appropriate.

  • Strong facilitation, leadership, and communication skills to lead capture teams through the entire pursuit lifecycle.

  • Ability to multitask, supporting multiple projects at once amid rapidly shifting priorities.

  • Excellent written, interpersonal, and communication skills; ability to write executive summaries, cover letters, and other technical and non-technical proposal sections.

  • Ability and desire to take-on new challenges and highly technical pursuits for new work.

  • US Citizenship required.

SKILLS/COMPETENCIES:

  • A thorough understanding of Federal contracting and the processes required to support major capture and proposal efforts;

  • an ability to evaluate markets and support customer engagement to deliver winning proposal solutions;

  • strong written and oral communication skills, including excellent presentation skills, and have an ability to evaluate and develop new teaming partners to successfully win new opportunities; and

  • an exceptional ability to favorably represent the Company, to cultivate new clients, and to negotiate with key members of other firms to achieve Parsons’ business goals.

Salary Range:

$140,700.00 - $253,300.00
