SUMMARY

Provides work leadership to TRACK Administrator group which utilizes TRACK software (contractor cost management) used for timekeeping, invoicing, and payment processing for contractors at refinery. Assists with research and prompt resolution of complex issues and discrepancies. Ensures compliance of administrative activities with established procedures and internal controls.

RESPONSIBILITIES

  • Ensures administrative activities comply with established procedures and internal controls. Initiates actions, within established limits of authority, to address deficiencies in timely manner. Conducts regular audits on areas such as, but not limited to: segregation of duties is consistently maintained, labor rates match agreed upon rates in original contract or executed amendments, supporting documentation is submitted and maintained for per diem payments and authorization is obtained for craft code changes. Interfaces with refinery departments to facilitate prompt processing of timesheets.

  • Reviews site administration processes and procedures with management and Supply Chain Management to identify improvement opportunities. Makes recommendations to close performance gaps. With approval, implements modified processes and procedures and notifies impacted users.

  • Administers TRACK-related training for site. Topics include, but not limited to, system training, processes and procedures, user roles.

  • Promptly notifies Supply Chain Management of contractors’ terminations so user accounts can be closed and reduce inappropriate access.

  • Supports Accounts Payable with researching purchase order discrepancies.

  • Performs TRACK Administrator duties. Maintains master data in centralized repository of contractor information in accordance with established system protocols/procedures. Coordinates with Supply Chain and management on classification of contractor resources. Responsible for data timeliness, accuracy and quality. Administers exception process. Coordinates with management to determine disposition of exception timesheets such as, but not limited to, approve for payment/reject. Coordinates with management and appropriate refinery stakeholders to resolve badge-in and badge-out exceptions. Inputs overrides on approved exceptions. Coordinates processing of TRACK access requests with other departments such as Information Technology and Supply Chain. Trains users on system functionality. Generates and distributes reports.

REQUIREMENTS

  • EDUCATION*

  • Minimum high school diploma or GED required.

EXPERIENCE

  • Minimum 3 years’ end-user experience with contractor cost management software in heavy industry required.

SPECIAL SKILLS

  • Resourceful, proactive problem-solver with ability to troubleshoot and resolve issues.

  • Process-oriented. Able to identify inefficiencies and issues and drives to resolution.

  • Strong customer service skills. Able to provide support and solutions in timely and professional manner interacting effectively with multiple contractors and staffs in various refinery departments.

  • Able to maintain confidentiality of sensitive information.

  • Able to anticipate change, adjust responses accordingly and initiate steps to maximize resources. Can prioritize work in fast-paced environment.
