Project Overview:

The Mobile Launcher 2 (ML2) Project is to provide the design, procurement, construction, and start-up of a launch platform for the National Aeronautics and Space Administration (NASA). The purpose of ML2, located at Kennedy Space Center (KSC), is to provide a launch platform for the Space Launch System (SLS), an advanced launch vehicle that will fill America’s need for deep space missions. ML2 includes many different subsystems that must operate and fit within the constraints of the structure and provide physical interface with KSC launch sites’ ground systems.

Job Summary:

The purpose of the Field Construction Planner is to perform construction schedule development, maintenance, monitoring, and analysis of activities. Supports project organizational and administrative activities when delegated. Supervises planning/scheduling activities when delegated. Ensures work is completed as scheduled and identifies construction schedule-associated cost trends for management attention.#LI-KL1

Major Responsibilities:

  • Obtains required construction schedule information from all disciplines and functions.

  • Coordinates with all departments to ensure understanding of construction schedule needs.

  • Responsible for total integration of construction schedule activities.

  • Identifies restraints and their effect on the construction schedule.

  • Identifies construction schedule considerations and challenges resulting from inter-discipline or functional restraints and interfaces.

  • Monitors and reports critical path and construction schedule performance.

  • Conducts construction schedule analysis and studies of problem areas to determine the criticality of scheduled activities.

  • Recommends alternatives for schedule improvement to the project team for discussion and/or decision.

  • Responsible for leading, when requested, the development and review of schedule recovery plans, including the evaluation of additional resources/costs required to affect such plans.

Education and Experience Requirements:

  • Requires bachelor's degree (or international equivalent) and 5-8 years of relevant experience or 9-12 years of relevant work experience.

  • Must be a US Citizen or Permanent Resident of the US per contract requirements.

  • Must be able to complete and pass a pre-employment drug screen and background check which includes verification of employment and education.

  • All employees are subject and agree to random drug and alcohol testing as a condition of employment and successfully go through a government screening process. Unescorted access approval is required.

  • Candidate must successfully clear government background check.

Required Knowledge, Skills, and Abilities:

  • Advanced proficiency with Primavera P6 scheduling software.

  • Experience in performing, monitoring, and reviewing scheduling functions which include planning, critical path analysis, and schedule performance measurement.

  • Must demonstrate good interpersonal teamwork and communication skills.

  • Ability to work under pressure and with minimal supervision.

  • Advanced level of proficiency in using Project Controls software applications such as Excel, Word, and PowerPoint.

  • Demonstrated ability to work with people of varied backgrounds and objectives.

  • Construction experience on large, complex Engineering, Procurement and Construction (EPC) jobs.

  • Previous Earned Value Management System experience on complex Engineering, Procurement and Construction (EPC) jobs.

  • Demonstrated skill in identifying and analyzing issues and recommending corrective actions.

  • Flexibility to respond to urgent project requests and changing priorities.
