County Of Isanti Finance Director in Cambridge, Minnesota

Performs work managing, coordinating, organizing, and overseeing county finance operations including accounting, banking, and payroll, overseeing staff, developing and maintaining the annual budget, preparing and submitting various financial reports including financial statements and annual comprehensive financial report and related work as apparent or assigned. Work is performed under the direction of the Chief Financial Officer. Department supervision is exercised over all personnel within the department. Essential Functions To perform this job successfully, an individual must be able to perform each essential function satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required. Prepares annual audit documentation, annual comprehensive financial report, and financial statements and submits various other financial reports to external entities. Develops and maintains annual budget, composes budget documents, provides budget analysis to other departments and/or County Board and Administration, and presents at annual budget public hearing. Provides recommendations on hiring, terminating, and suspending staff; assigns, leads, trains, and inspects the work of staff; coaches, counsels, and evaluates staff performance; develops staff schedules; ensures deadlines for the department are met; supervises daily operations. Oversees all banking and cash management functions including deposits and disbursements, collateral, investments, and reconciliations. Designs, prepares, and submits periodic financial reports for county departments and the county board to assure compliance and evaluate financial performance. Assists with labor negotiations and prepares financial analysis of collective bargaining proposals. Manages county purchasing function and administers purchasing card program. Assists departments with developing revenue collection procedures. Reviews and/or advises staff with the more difficult and complex accounting entries, transactions, and reconciliations. Makes necessary journal entries to prepare financial statements on the modified and full accrual basis. Completes other duties as necessary to ensure continuity of financial operations Answers accounting, payroll, banking, and budget questions from other departments. Serves as the chief deputy county treasurer and performs the statutory duties of the county treasurer in the absence of the county auditor-treasurer. Performs other related duties as assigned. Working Conditions Physical Requirements and Activity This work requires the occasional exertion of up to 25 pounds of force; work regularly requires sitting, speaking or hearing, using hands to finger, handle or feel and repetitive motions and occasionally requires standing, walking, stooping, kneeling, crouching or crawling, reaching with hands and arms and pushing or pulling. Sensory Requirements Work has standard vision requirements; vocal communication is required for expressing or exchanging ideas by means of the spoken word and conveying detailed or important instructions to others accurately, loudly or quickly; hearing is required to perceive information at normal spoken word levels and to receive detailed information through oral communications and/or to make fine distinctions in sound. Sensory Utilization Work requires preparing and analyzing written or computer data and observing general surroundings and activities. Environmental Conditions Work has no exposure to environmental conditions; work is generally in a moderately noisy location (e.g. business office, light traffic).
