GENERAL DESCRIPTION

The Contract Specialist acts as business partners to Program Managers, Project Managers, Accounting, and the Customer, assisting them in planning for and preparation of proposals, perfromance of contract execution in compliance with contract terms, acquisition of goods and services via the supply chain team in support of the end customers' needs and accomplishment of the contract.

Specific day-to-day tasks include:

  • Notify individuals or offices of decisions, problems, or further actions needed relative to the contract

  • Explain or justify decisions, conclusions, findings, or recommendations

  • Make improvements, solve problems, or take corrective action when problems arise

  • Negotiate contracts or subcontracts for services or supplies

  • Negotiate with individuals or organizations to resolve conflicts, disputes, or grievances

  • Acquire and maintain a working knowledge of relevant laws, regulations, policies, standards, or procedures

  • Interpret and apply laws, regulations, policies, standards, or procedures to specific issues

  • Implement new or revised laws, regulations, policies, standards, or procedures

  • Monitor contracts (includes administering, extending, modifying, or terminating contracts)

  • Collaborate with others or work on teams

  • Coordinate purchase or contract for property, services, supplies, equipment, or other items

  • Solicit proposals or bids for contracts or property

  • Use computer systems or applications to access, create, edit, print, send, retrieve, or manipulate data, files, or other information.

  • Review contract terms and conditions, redline or negotiate favorable terms in accordance with corporate policy, ensure subcontracts and purchase orders contain applicable flow down terms and conditions

    Duties & Responsibilities

  • Perform initial and formal contract reviews during proposal process, coordinate with project manager to ensure CDRL compliance, write and submit contracts letters

  • Review contract clause flow downs and administer subcontracts

  • Ensure all assigned contracts and subcontracts maintain compliance with all requirements

  • Assist with organization and management of contract files

  • Develops, prepares, and administers contracts, bids, and proposals that meet specifications and comply with all policies and regulations

  • Supports or participates in contract negotiations with suppliers, partners, or customers

  • Reviews contract terms to identify any potential risk or compliance issues

  • Examines supporting materials and agreement documents related to bids or contracts and provides guidance

  • Acts as liaison between the organization and subcontractors to implement the contracts

  • Maintains contract records used to ensure compliance with reporting and regulatory requirements

    REQUIREMENTS

  • Bachelor’s degree in related field such as Business, Contracting, or Accounting or 4 years’ experience in similar and related

  • Experience in contacts administration within the defense industry

  • Must have excellent communication, organizational, and time management skills

  • Must understand principles of Federal Acquisition Regulation (FAR) and supplements such as DFARS, DAFFARS, GSAM/R, DLAD, and others

  • Proficiency in MS Excel, MS PowerPoint, and other MS Products

  • Must have knowledge of Cost Accounting Standards and Generally Accepted Accounting Principles

  • Must have experience in Defense Industry including all major types of contracts - Fixed Price, Cost Reimbursable, and Time & Material/Labor Hour Contracts

  • Must have excellent written and verbal communication skills and be able to adapt to changing work efforts and manage shifting priorities

  • Must be a U.S person

  • Experience reading and interpreting legal and contractual requirements

    Desirable

  • Experience executing contracts as a Buyer or Contracting Officer with a warrant in the USG

  • ACQ 101 Fundamentals of Systems Acquisition Management, Defense Acquisition University (DAU), CON 100 Shaping Smart Business Arrangements, DAU, or other similar DAU courses

    AUTHORITY

  • Must be eligible to access CUI and Export Controlled/ITAR material
