Description:

  • We are currently seeking a Program Analyst, Senior to support PMA-261 at the Patuxent River, MD Program Office. This a Program Management Analyst position within the CH-53 Program Office, which is fast-paced and demands a high degree of professionalism, and drive. The candidate will be a member of the Avionics IPT and shall provide acquisition and management support.

What You'll Do:

  • The Mission of PMA-261 is to develop, deliver, and sustain effective, suitable, affordable, and timely H-53 heavy lift capability and readiness for the warfighter throughout the program lifecycle. Works with the team to forecast, develop and execute comprehensive acquisition plans for avionics systems as well as managing acquisition and life cycle related activities. Tracks/manages funding documents (CSPT), Procurement Initiation Documents (PIDs), contracts, delivery schedules, etc

  • Key Responsibilities:

  • Schedules - General knowledge of common NAVAIR program schedule structure (e.g. SETR events, milestones, etc.); and experience statusing of program schedules within Microsoft Project.

  • Spend Plans - Experience with the NAVAIR Common Spend Plan Tool (CSPT), and knowledge/experience with the CSPT data entry (i.e understanding of what the data asks for and means).

  • Funding - Knowledge of and experience with APN-1, APN-5, RDT&E and associated funding documents, as relates to interfacing with program Budget Financial Managers (BFM).

  • Procurement Initiation Documents (PIDs) - Experience with and the Procurement Management Tool (PMT).

  • SOWs / CDRLs - Experience with Statement of Work (SOW) and Contract Data Requirements List (CDRL) generation, as well, as experience with the NAVAIR CDRL Tool.

  • Contracts - Knowledge of contract structure and the steps required to execute new contract actions.

  • Status Updates - Experience generating and consolidating inputs for the generation of status updates to various level of PMA Leadership (e.g. briefs, weekly status reports, etc.)

  • Must be able to work collaboratively in a multi-disciplined environment.

  • Must have strong written and verbal communication skills.

  • Must be comfortable and confident with facilitating meetings.

  • Must have experience implementing DoD 5000.02.

  • Minimum Qualifications

  • Education:

  • Senior - An MA/MS degree as well as 10 years of combined experience performing duties described in the key responsibilities section, with at least 5 of those years performing management, technical, or business case analyses and collecting, completing, organizing, and interpreting data relating to aircraft/weapon/project acquisition and product programs.

  • Allowable Substitutions: The following substitutions are permitted for this task order (unless otherwise specified under the labor category information below):

  • Bachelor’s Degree plus two (2) years additional work experience performing duties described in the functional description of the labor category may be substituted for a master’s degree. OR

  • Associate’s Degree plus four (4) years additional work experience performing duties described in the functional description of the labor category may be substituted for a Master’s Degree. OR

  • Six (6) years additional work experience performing duties described in the functional description of the labor category may be substituted for a Master’s Degree.

  • Other Requirements:

  • Must be able to obtain and maintain a SECRET security clearance.

  • U.S. Citizenship status is required as this position will require the ability to access US only data system

  • Desired Qualifications:

  • Experience:

  • At least 3 years of experience supporting NAVAIR programs.

  • High level of proficiency in Microsoft Office Applications to include Outlook, Word, Excel, Project, and PowerPoint.

  • Advanced communication skills, program management experience, and overall proficiency in logistics and data management/analysis for tracking cost/schedule/deliveries.

  • Experience analyzing FMS requirements and assessing impacts to Domestic efforts.

  • Proficient with Microsoft Teams.

  • Skills & Technology Used

  • Analytical Thinking & Problem Solving:

  • Possesses both analytical and interpersonal skills.

  • Good problem solving, negotiation and organizational skills/techniques.

  • Business Partner/Effective Communicator:

  • English language skills to communicate and negotiate with vendors.
