Summary You will serve as an INDUSTRIAL PROPERTY MANAGEMENT SPECIALIST in the Integrated Logistic Support (ILS) Division, within Ocean Engineering Department (OED), of PSNS and IMF. Responsibilities You will be planning, developing, implementing and executing a property management program for all assigned inventory procured, maintained or supported by OED resources. You will be providing overall policy guidance and direction for the organization's industrial property management program for OED. You will serve as a primary point of contact in matters concerning government-owned industrial property assets. You will establish, implement and monitor the Ocean Engineering Department (OED) command property program chain of command integrity and accountability by ensuring that all letters of appointment are accurate and up to date. You will ensure departments schedule physical inventories and deadlines are met. You will monitor perpetual triennial inventories for government-owned industrial property assets, and are performed in accordance with SECNAV and PSNS and IMF written directives, procedures and standards. You will provide briefings on periodic OED property inventory status to the Financial Management Division Head and/or Property Responsible Officer and upon request to NAVSEA PMS 394, OED Division Heads or their senior representatives. You will coordinate and schedule periodic training sessions for OED property team members and leads as training instructor. You will interpret and apply policy and directives in matters that are not clear-cut; recommend reasonable decisions or negotiate a position of resolution both in the areas of property asset and security management at the Department level. You will prepare property reports and trend analysis of property control activities; and maintain control over historical property accountability records. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-09) or pay band in the federal service or equivalent experience in the private or public sector analyzing industrial practices, procedures, and systems for the management, surveillance, and disposition of government property in the possession of contractors performing work at an industrial facility. OR Have successfully completed three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree. OR Have successfully completed an LL.M. degree that is related to the position being filled., OR Have a combination of experience and graduate education as described above that equates to one year of experience.
