Job Description

The Senior Purchasing Specialist is responsible for acquiring items, materials, or services that are either technical and specialized or commercial off-the-shelf (COTS) standard items. Key duties include:

1. Purchase Orders:

o Under $10,000: Reviews and approves, ensuring compliance with all relevant regulations, procedures, and practices.

o Over $10,000: Reviews and provides recommendations, ensuring compliance with all relevant regulations, procedures, and practices.

2. Quotations and Contracts:

o Evaluate quotations/proposals for compliance with requirements.

o Administers all administrative and facilities contracts.

o Interprets specifications, including technical terms or special testing requirements.

o Interfaces with vendors and contractors as needed.

3. Market Analysis:

o Prepares market surveys/analyses.

o Provides recommendations based on product quality, vendor availability, service support, cost-effectiveness, and delivery terms.

o Stay updated on market and product developments.

o May locate new sources of supply.

4. Order Tracking:

o Administers tracking and monitoring systems to ensure timely and accurate completion of purchase orders.

o Follows up to resolve discrepancies or problems and recommends solutions.

5. Research:

o Researches trends and economic conditions to predict buying patterns.

6. Purchasing Actions:

o Prepares and processes purchasing actions such as RFPs, RFIs, RFQs, etc.

7. Coordination and Training:

o Coordinates all purchasing operations and activities of other purchasing specialists.

o Trains other purchasing staff as needed.

Skills and Requirements

- High school diploma or equivalent

- Minimum 5 years of progressively responsible experience in purchasing and negotiation procedures, or associate degree and three years experience in purchasing and negotiation procedures.

- Demonstrated detailed knowledge of the Federal Acquisitions Regulation (FAR) and DFAR as they apply to government contractors is required.

- Experience working with Costpoint

- Experience Preparing and processing purchasing actions for RFPs, RFIs, RFQs, etc.

- Ability to obtain a Top Secret Clearance null
