Job Description: KEY RESPONSIBILITIES: The Programmer and Research Analyst (PRA) serves as a key programmer that integrates accurate, valid, and reliable data in multifaceted complex operating systems, applications, network, and databases, as well as knowledge of distributed processing technology. This position will develop or revamp relevant coding to construct various data files using programming applications and databases in preparation for analysis as part of the coordination and compilation of institutional data to generate consumable data for reporting. The PRA will help to enhance ease of data access to internal and external stakeholders including supporting data governance and literacy campus wide. In coordination with the Director of Institutional Research, this role provides comprehensive data management, programming, and analytical support to the Institutional Research and Strategic Effectiveness (IRSE) office in support of institutional and/or state priorities, mandated or other required information including meeting accreditation standards, and research studies. The PRA will also perform complex programming to support data gathering and analytics in assigned research projects to measure institutional efficacy. Technology Services and independently develop, maintain, and generate databases that produce valid, reliable, accurate, and consumable information that will be used by IRSE to easily access data for analytical and reporting needs * Database Analysis o Work with user community to understand data access and integration needs; o Design database systems and programs which include access methods, access time file structures device allocation, validation checks, statistical methods, and security; o Ensure the integration of systems through the database structure; o Monitor database standards and procedures, system usage and performance; o Troubleshoot and resolve database and data problems; o Develop and administer disaster recovery plans * Have a complete understanding of institutional data, databases, and source data to analyze and develop systems and technology-based solutions that enhance the unit's ability to perform data analytics, evaluation and research studies, and report findings accurately, validly, and reliably * Write queries, develop data management logic, and integrate data sources, as you build, clean, and standardize data sets for use to conduct various analyses and create reports and dashboards * Manage and clean large datasets for optimizing reporting and efficiency * Create data templates and organize data to update institutional dashboards * Provide appropriate explanation of information, data dictionary, and other relevant specifications of data to be collected and maintained to ensure their use is effective, valid, and reliable * Identify, investigate, and work to resolve data quality issues with relevant data being used to ensure accurate reporting of information * Perform technical tasks and provides technical support on data collection, aggregation, analytics, and assigned evaluation activities * Provide documentation, user support, and access to data sources as required * Maintain relevant databases as well as cultivate and integrate diverse data sources and effectively manage data quality issues * Cross-train appropriate information, knowledge, skills, and competencies about managing, using, and reporting data * Maintain data governance standards and ensure users are complying when accessing IRSE databases * Develop and provide training in database and visualization software usage for campuswide use Business Intelligence, Data Analytics, and Reporting * Apply various data visualization techniques to develop user-friendly reports, dashboards, and presentations to communicate key trends related to various topics that highlight strategic initiatives at the institutional and system levels including assigned projects * Build and maintain data visualization dashboards for IRSE use are comprehensive and accessible for consumers to use * Develop systematic reporting capabilities, documentation, and web-based sites related to assigned projects to support operational continuity and institutional effectiveness * Prepare data to be mined and analyzed to report to internal and external organizations related to institutional or system priorities, mandated or required information, and accreditation requirements Intake and manage data and research requests, and identify the appropriate group, support, and resources needed to ensure the request will be competently addressed * Consult and advise on available data and appropriate data to use to meet each request as well as how to interpret findings to ensure results are interpreted and described accurately * Conduct relevant data analyses by applying relevant statistical methodology related to the data request * Perform quality checks on own work and the work of other contributors when applicable * Streamline business process for IRSE data programming needs Research/Evaluation Activities (25%) * Support and engage in a wide range of complex evaluation and applied research studies on various key initiatives related to student success to measure effectiveness and/or impact * Provide programming and research support for projects related to academic planning, assessment, accreditation, and program reviews * Contribute to research projects involving programming reports to gather data for analyses of student success and program outcomes using university data by applying a variety of techniques as well as learn and apply predictive modeling techniques. * Prepare informative, comprehensible, and formatted reports and presentations to facilitate the interpretation and utilization of data by a diverse audience of institutional stakeholders * Ability to perform research activities that may require analysis of multiple factors or data sources * Adhere to appropriate theoretical framework, research designs, and methodological approaches to facilitate producing competent research and evaluation studies to produce valid and reliable outcomes IRSE Support * Identify, track, and support on-going reporting * Support institutional and programmatic accreditation efforts * Present results and recommendations verbally and in written form * Support complex data compilation, predictive modeling, statistics, and trend analysis activities to measure key initiatives REQUIRED QUALIFICATIONS: * Bachelor's degree in computer science, data analytics, mathematics, statistics, public or business administration, education, social sciences, economics, or other related fields * At least three years of progressive applied knowledge and skills on database standard applications programming language and knowledge of standard systems analysis techniques * Experience in research and coding/programming * Experience with data visualization applications and techniques (e.g., Tableau or Power BI) * Knowledgeable in applied research with experience using various database systems * Knowledgeable in data architecture and information ecosystems PREFERRED QUALIFICATIONS: * Advanced Graduate Degree in computer science, data analytics, mathematics, statistics, public or business administration, education, social sciences, economics, or other related fields * Five or more years of experience using similar function with proficient programming and data analytics skills. * Experience working directly in Institutional Research/Institutional Effectiveness, Assessment, and/or Data Analytics/Business Intelligence offices * Experience in higher education research, coding/programming, project management, enrollment management, and program evaluation * Experience conducting statistical models and prediction (e.g., regression and SES) on small and large data sets Developing and executing a data ecosystem * Experience with data information systems conversion KNOWLEDGE, SKILLS, AND ABILITIES: * Understands programming language and database systems to develop, maintain, and generate reliable and usable information for consumption * Write code to meet user specifications; use productivity
