Development and maintenance of procedures, systems and tools required to enhance and track the effective performance of the Capital Facilities and Engineering Department in the planning, design, construction and commissioning of capital projects in a team leadership role within the Program Controls Group.

Job Description:

Primary Responsibilities:

  1. Develops and maintains a department-wide project controls system for tracking and management of schedules, budgets, construction progress and other key project metrics. Provides ongoing training to project management staff on control procedures, administration of design and construction contracts and other key business processes. (essential)

  2. Develops and maintains standardized documents, policies and procedures for the procurement and ongoing administration of agreement, and construction front-end documents. Provides ongoing quality assurance of compliance with document control procedures, including project close-out and document archiving. (essential)

  3. Manages procurement consultants and construction contractors, including drafting and issuing requests for proposals and other solicitations, reviews bid documents, evaluates responses to insure compliance with threshold requirements, participates on selection committees, documents procurement process, and performs pricing analysis.   4. Reviews and approves progress payments, change orders, amendments, claim settlements, and other contingency transfers. (essential)

  5. Provides direction and support to project managers on the implementation of contract administration procedures for individual construction projects, including set-up of schedule of values, change order logs, RFI logs and related administrative controls. Provides ongoing quality assurance of compliance with contract administration procedures. (essential)

  6. Works with project managers and other program controls staff to manage the collection and summarization of project information into an executive monthly progress report for senior management to track program and project performance on cost, schedule, and quality issues. (essential)

  7. Provides direction and support to project managers in the implementation of document control procedures for individual projects, including set-up of electronic and manual filing systems and establishing document access and security permissions. (essential)

  8. Performs independent analysis of selected contractor claims and change order requests for additional compensation and time extensions to ensure consistent contract interpretation. (essential)

  9. Coordinate project administration activities with the Finance Department or project related accounting issues, including the establishment of budgets and account tracking numbers for all capital projects, monitoring of budgets, revisions to project forecasts as required, and closing project financials with accounting upon project completion. (essential)

  10. Generate purchase requisitions and administers purchase orders in Peoplesoft ERP application. Assists in planning, monitoring and/or managing budget in functional area of department. (essential)

Required Qualifications:

  1. Bachelor's degree in Engineering, Business Administration, Mgmt, Public Administration,Urban Planning required. Master's degree in Engineering, Business Administration, Mgmt, Public Administration,Urban Planning preferred.

  2. More than 10 years related work experience required.

  3. Demonstrated understanding of fundamentals of project controls, including critical path method (CPM) scheduling, cost/change control, and progress reporting.

  4. Advanced skills with Microsoft applications which may include Outlook, Word, Excel, PowerPoint or Access and other web-based applications. May produce complex documents, perform analysis and maintain databases.

  5. Oral Communications: Ability to comprehend and communicate complex verbal information in English to medical center staff, patients, families and external customers.

  6. Knowledge: Ability to demonstrate in-depth knowledge of concepts, practices and policies with the ability to use them in complex varied situations.

  7. Team Work: Ability to act as a team leader for small projects or work groups, creating a collaborative and respectful team environment and improving workflows. Results may impact the operations of one or more departments.

  8. Customer Service: Ability to provide a high level of customer service to patients, visitors, staff and external customers in a professional, service-oriented, respectful manner using skills in active listening and problem solving. Ability to remain calm in stressful situations.

Social/Environmental Requirements:

  1. Work requires close attention to task for work to be accurately completed. Intermittent breaks during the work day do not compromise the work.

  2. Work is varied every day and the employee needs to be adaptable to respond to these changes and use independent judgment and manage priorities.
