Gas-Electric PlanningManager(2024)– Policy, Planning & Analysis Division Job Description: The Massachusetts Department of Energy Resources (DOER) is seekingaGas-Electric PlanningManagerwithin the Policy, Planning, and AnalysisDivisiontocoordinatethe Department's policy effortsacross the electric and gas sectors to support decarbonization.As part of that role, theManagerwillsupport the developmentofpolicies that promotean equitable, affordable, and reliable transition off natural gas energy supply and into electrified and other decarbonized technologies. The Manager will work closely with the Director, Deputy Directors, and Gas Policy Analystwithin the Division, as well as withother DOER Divisionsand the broader Secretariatto coordinate this work. ThePolicy, Planning, and Analysis Division supports DOER through the development of planning documents, analysis, and policy development in electricand gasdistribution,grid modernization,clean energy supply, andenergy resilience. The Policy Divisionparticipatesin state electric and gas regulatory proceedings, includingintervening indockets related toelectricsystemmodernizationplanningandelectric and gas rate cases to advocate for clean energy investments and rate designandan equitabletransition off natural gas. The Division supports other electric and gas policy development and planning through data management and data analysis, including supporting efforts related to energy system modeling and decarbonization pathways analysis. TheGas-Electric PlanningManager’sprimary duties will include: * Lead policydevelopmentforjointgas-electricsystem planning(joint system planning), includingleadingDOER intervention in regulatory proceedings at the Department of Public Utilitiesregardinggas and electric utility investments. * Developgas-to-electric transition policies, includingregardingdistributionsystem planning,rate design,andtargeted electrification andgasdecommissioning pilot programs. * Develop strategic planning vision and policy forDOER relatedtointegratedgas-electric planningand implementation. * Conduct technical analysis of utility investment proposalsand ratesand coordinate with DOER staff and legal counsel to draft policy positions for DOER legal briefs in regulatory dockets. * Draft DOER policy papersand briefing decks forupper management. * Coordinatewith DOER directors and staffand other stateagency partners atthe Executive Office of Energy and Environmental Affairs (EEA)andthe Massachusetts Clean Energy Center(MassCEC)to alignpoliciesinenergy efficiency, electric grid,and buildings sectorwith jointgas-electric system planning. * Coordinate with electric and gas utilitiesregardingjoint system planning to promote DOER policy priorities. * Lead working group meetings,coordinate internal and external stakeholder groups, andconductother project managementtasks. * Other duties as assigned. Preferred Qualifications: * An ideal candidate would haveexperience exploring policy challenges and solutions withgas-to-electrictransitionplanning, utility investments, electrification,orbuilding decarbonization,and the positions of the various stakeholders involved in these issues, including but not limited tothe utilities,labor organizations, building sector stakeholders,environmental/climate advocates, community organizations, government entities. * A strong candidate would have experiencewithinfrastructure investment plans(e.g.energy, wastewater, or transportation infrastructure),municipal planning,orelectric and/or gas utilityplanning andregulatory proceedings. * A strong candidate would have experience writing policy memos or materials for regulatory proceedings. * A strong candidate would haveexperiencecommunicatingcomplex issues to a broad range of stakeholders and decision-makers. Substitutions: I. A certificate in a relevant or related field may be substituted for one (1) year of the required experience. II. A Bachelor's degree in a related field may be substituted for two (2) years of the required experience. III. A Graduate degree in a related field may be substituted for three (3) years of the required experience. IV.
