POSITION GENERAL SUMMARY:

This position provides supervisory and administrative support functions for the Ada County Operations Department, assisting the department’s leadership team with management of service contract performance, oversight of employee training and development, and providing general policy guidance.

DISTINGUISHED FEATURES OF THE CLASS:

Work is performed independently in accordance with clearly defined policies and management principles and is reviewed for effectiveness and quality of results.

Essential Functions

  • Manages and supervises the administrative team staff, including assigning work, schedules, oversight of performance and development, resolving complaints, mentoring/motivating, and recommending personnel actions;

  • Collaborate with department leadership on ensuring department employees are following policy/procedure;

  • Oversees and evaluates the performance of all service contracts, to include conducting site visits to review service contractors’ work, and recommending remedial actions if necessary;

  • Oversees the renewal process of all service contracts;

  • Assists with the development and review of contract specifications for services;

  • Oversees employee training, personnel development, and process management, working with leadership team and collaborating with HR to identify new training opportunities, evaluate effectiveness of training, and to develop and maintain related programs and processes to assist with staff retention and other department goals;

  • Conducts hands-on training with site supervisors, maintenance and journeyman staff;

  • Makes recommendations to supervisor on projects, resource allocation and priorities;

  • Works with Procurement for department-related purchases;

  • Assists with the development of the department’s strategic planning efforts and implementation of department policy and procedures;

  • Assists in establishing program goals and objectives and monitoring progress towards meeting goals and objectives;

  • Interviews candidates for positions and recommends selection.

ADDITIONAL FUNCTIONS:

  • Performs other duties as assigned.

Job Requirements

  • Bachelor’s degree in Business, Management, Administration or related field, or equivalent combination of education and experience required;

  • Five years of experience in operations or a related field;

  • Three to five years previous experience working with service contracts and consultants preferred;

  • Skill in planning, organizing, leading, directing, and evaluating the work of others;

  • Ability to review County-related plans and designs and provide advice and recommendations;

  • Ability to develop and maintain effective policies, procedures, plans, and specifications;

  • Ability to plan and complete projects and assignments;

  • Ability to develop a budget;

  • Ability to analyze situations, identify problem areas and recommend solutions;

  • Ability to review documents and contractor work to ensure compliance with contract specifications;

  • Ability to establish and maintain effective working relationships with others;

  • Ability to use a computer and Microsoft Office software;

  • Ability to communicate effectively verbally and in writing;

  • Ability to safely perform all tasks;

  • Ability to maintain effective working relationships.

OTHER REQUIREMENTS:

  • The incumbent may be required to provide assistance to technical staff;

  • May be required to work evenings and weekends, be on-call during off-duty hours, and respond to emergency calls during off-duty hours;

  • Must pass a Sheriff's Office security clearance (criminal records) check;

  • Must possess and maintain a valid Idaho driver’s license.

Work Environment & Physical Demands

  • Requires sufficient personal mobility and physical reflexes, which permits the employee to function in a general office environment and perform facility inspections;

  • May be required to stand, stoop, bend, kneel, climb and work in tiring and uncomfortable positions;

  • May be required to lift up to 20 lbs.
