Position Objective:

The Senior Business Advisor plays a critical role in providing expert advice and guidance to office leadership on business, administrative, programmatic, and financial matters. This position involves advising on strategic planning, financial formulation, execution, tracking, and budget support activities to ensure the successful development and execution of HSF within the Advanced Research Projects Agency for Health (ARPA-H) mission. The Senior Business Advisor role offers a rewarding opportunity for experienced professionals with a strong background in business and financial management to contribute to the success of the organization

Duties and Responsibilities:

  1. Program Financial Formulation :
  • Assist in strategic planning and preparation of technical, financial, and programmatic materials.

  • Provide budget information, conduct financial analyses, and ensure proper use of funds.

  • Assist with the development of comprehensive budget submissions.

    1. Program Financial Execution :
  • Support the creation of Purchase Requests (PRs) and verify approved funding.

  • Review PRs for accuracy and adherence to regulations, providing guidance and support as needed.

  • Assist in monitoring financial systems and collecting obligation documentation.

    1. Program Financial Tracking :
  • Aid in the preparation, maintenance, and tracking of program financial information.

  • Ensure programs are in technical, schedule, and cost compliance.

  • Execute cost and performance analyses and management reporting procedures.

    1. Office Budget Support :
  • Assist in forecasting, tracking, and updating commitment, obligation, and expenditure data for the office budget.

  • Create custom ad hoc financial reports and provide training to BFMs.

  • Support planning travel projections and tracking travel expenditures.

    1. Research and Development Descriptive Summaries (RDDS) Support :
  • Aid in the accurate preparation and timely submission of RDDS.

  • Update spreadsheets tracking financial changes and compile PM input.

    1. Program and Portfolio Tracking :
  • Maintain a comprehensive understanding of technology portfolios and initiatives.

    Basic Qualifications:

  • Degree Requirement: Bachelor's degree in any field.

  • Years of Experience: Minimum of 20 years of relevant experience.

  • Expert knowledge of business, financial, and program management principles.

    Minimum Qualifications:
