Summary The Policy & Capabilities Directorate ensures the IC is best postured for the threats and challenges of an uncertain future, through strategy, policy, and capabilities development. Comprised of 7 organizations, PC oversees IC Human Capital; Acquisition, Procurement & Facilities; Intelligence Advance Research Projects Activity; Science & Technology Group; Requirements, Cost & Effectiveness; Policy & Strategy; and Data and Partnership Interoperability. This position offers exceptional insight into the Intelligence Planning, Programming, Budget, and Evaluation (IPPBE) process for those officers looking to broaden their strategic expertise. The ADNI for Requirements Cost and Effectiveness (RC&E) informs decision makers by delivering insight on the future intelligence environment and fact-based analysis on strategic issues, capabilities, cost, and effectiveness. RC&E delivers fact-based analysis and insight on strategic issues through products that include analytic modeling of IC capabilities, long-term intelligence net assessments and DNI-directed studies, the Consolidated Intelligence Guidance (CIG), and more. This officer will participate in development of the CIG, and serve as the Director's Strategic Investment Process (DSIP) Executive Coordinator. The ADNI for RC&E is seeking officers with the right skills and experience to perform the following: Plan and conduct in-depth analysis of NIP policies, missions, plans, and capabilities, ensuring linkage to the National Intelligence Strategies and other Intelligence Community (IC) priorities. Support the development of the CIG. Plan and coordinate in support of the DSIP, to include overall schedule planning, preparation of materials/read-aheads, and developing and maintaining correspondence lists. Prepare DSIP executive decision support materials and recommendations for the DEXCOM, EXCOM, and DNI. Serve as a liaison between the IC and the DSIP executive panel, key stakeholders, management, and staff. Establish and strengthen partnerships with IC participants to promote transparency, information sharing, and collaboration. Conduct lessons learned analysis on the DSIP, assess and propose process improvements for future cycles. Other duties, as assigned. Requirements Conditions of Employment Must be a current permanent ODNI employee. Qualifications Previous experience as a resource officer or with administering strategic or developmental investment funds to applicants. Demonstrated representational, oral, and written communication skills, including demonstrated ability to produce clear, logical, and concise products. Demonstrated ability to develop consensus recommendations and to solicit input from colleagues and peers; proven ability to remain open-minded and change opinions on the basis of new information and requirements. Demonstrated ability to work effectively to build consensus on contentious issues and to foster a collaborative work environment across the ODNI, IC and mission partners. Demonstrated ability to balance responsibilities among program/project activities; demonstrated ability to manage transitions effectively from task to task, adapting to varying customer needs.
