Description:

SUMMARY:The Headstart Program Director is responsible for the day-to-day operations of the Head Start Program following the Head Start Performance Standards and State regulations and requirements. The director has a close working relationship with the Head Start Policy Council and the Executive Board.

PERFORMANCE RESPONSIBILITIES:include the following. Other duties may be assigned.

Administrative:

Provides vision, motivation and leadership to all AVCP Headstart employees, families, and volunteers.

Responsible for the program planning cycle and the subsequent grant application process.

Develops, prepares and oversees annual proposals to all funding sources to assure continued funding for the AVCP Headstart Program.

Assures compliance with all federal and state funding sources and AVCP directives.

In collaboration with the AVCP Vice-President of Finance:

  1. Develops the AVCP Annual Headstart Budget to accurately display all funds in a way that enables the AVCP Headstart Policy Council to make informed budget decisions.

  2. Ensures training and technical assistance for Central Office Staff, Lead Staff, and Teachers to establish their meaningful participation in the budget process as well as the monitoring of expenditures.

Manages the continuous quality of the Headstart Program - including analyzing systems and program data; budget expenditures, compliance with Head Start Performance Standards, and Self-Assessment core questions.

Provides training, education and information to the Policy Council.

Ensures that an effective system of communication functions throughout the Program is maintained.

Serves as a member of the agency Management Team and assists in agency-wide planning, self-assessment, and development of annual community assessment for Headstart.

Assures all AVCP classrooms and home-based options follow developmentally appropriate practices in compliance with Headstart Performance Standards. Ensures all programs are culturally relevant to the Yukon-Kuskokwim Delta region.

Networks with state and national agencies as well as regional and state early childhood and family organizations to enhance improvements and provide visibility for AVCP Headstart.

Manages the Headstart program budget; grants; and grant reporting as required.

Maintains strict confidentiality of the department and clientele.

Supervisory:

Supervises and collaborates with the Departments employees; encourages open two-way communication with staff to enhance job satisfaction and overall morale.

Develops and maintains a culturally sensitive work environment.

Ensures staff has the tools and training required to effectively do their jobs.

Monitors all phases of the departments services to ensure that proper policies and procedures are in place and suited to meet Familys needs.

Updates existing departmental policies and creates new ones to improve service procedure standardization and to enhance systemized processes.

Compiles, reviews and approves Department employees timesheets and submits them to payroll.

Conducts performance evaluations of Central Office staff as required.
