The Office of Technology Services (OTS), Product Delivery Section is looking for an energetic, experienced person to fill a Project Manager position. This position is responsible for functionally directing and managing highly complex statewide information technology projects, products, and/or portfolios.

This vacancy participates in a career progression group and may be filled from this recruitment as a IT Statewide Program Manager 1 (TS-314), IT Statewide Program Manager 2 (TS-315), or IT Statewide Program Manager 3 (TS-316) depending on the level of experience of the selected applicant. The maximum salary for the IT Statewide Program Manager 3 is $ 110,219 . Qualifications

MINIMUM QUALIFICATIONS:

A baccalaureate degree plus three years of experience in information technology, program management, project management or business analysis.

SUBSTITUTIONS:

  1. An associate’s degree in information technology will substitute for the baccalaureate degree.

  2. Two years of experience or training in information technology will substitute for the baccalaureate degree.

Candidates without a baccalaureate degree may combine experience or training in information technology and college credit to substitute for the required baccalaureate degree as follows:

30 to 59 semester hours credit will substitute for six months of experience or training in information technology towards the baccalaureate degree.

60 to 89 semester hours credit will substitute for one year of experience or training in information technology towards the baccalaureate degree.

90 or more semester hours credit will substitute for one year and six months of experience or training in information technology towards the baccalaureate degree.

A maximum of 90 semester hours may be combined with experience or training in information technology to substitute for the baccalaureate degree."

  1. Six years of full-time work experience in any field may be substituted for the required baccalaureate degree.

Candidates without a baccalaureate degree may combine work experience in any field and college credit to substitute for the baccalaureate degree as follows:

Differs from IT Statewide Program Manager 2 by the absence of leading in the application of project and portfolio management methodologies for complex information technology projects, products and/or portfolios.

The Office of Technology Services aims to be a responsible partner in delivering innovative, effective, and reliable solutions that support and enhance the IT functions within Executive Branch Departments. The Office of Technology Services will work to increase the return on the State’s investment in technology by promoting smart decision-making, solving problems intelligently, increasing the rate of project success, and fostering a skilled and professional staff.

This position is within the Office of Technology Services (OTS), Product Delivery and is responsible for functionally directing and managing highly complex statewide information technology projects.. The incumbent will act as lead in the application of project management methodologies for highly complex information technology projects, products, and/or portfolios. Supervision is received from an IT Statewide Manager or higher-level authority. Other reporting relationships may be approved by SCS.

40% Performs program management duties for highly complex information technology initiatives by applying project management methodology software development, quality assurance, scope assessment, and risk assessment in order to ensure the successful implementation of supported projects. Manages and assigns duties and tasks to the project team and other OTS resources as required by the project work plan. Facilitates project role and project tasks with other OTS verticals. Meets with management at the Department level to coordinate successful project implementation and completion including Undersecretaries, directors, budget, program leaders, and IT leadership. May exercise functional supervision over multi-disciplined project teams; suggests changes to the team structure to better suit individual project needs.

40% Performs program and project management and administrative functions by establishing goals, project plans, objectives, and overall direction for the team. Performs administrative functions including budget tracking and projections, project resource interviews, selection, onboarding and time tracking. Conducts expectation meetings with resources and provides feedback. Meets with management in the Division of Administration to facilitate efficient project needs processing in the legal, contractual, and fiscal areas. Evaluates progress toward project goals and objectives; reports progress to Department management and OTS Leadership.

10% Responds to budget requests, including projection requests, from OTS budget office and Agency budget office. Assists with enhancing the project and portfolio management document library by identifying needs for templates and processes, developing resources, and reviewing documentation. These templates and processes include but are not limited to project initiation, requirement specifications, project plans and timelines, training guides, testing plans, scope definitions, communications, dashboards, and risk management.

5% Reviews and evaluates potential impacts of new and emerging technologies on staff and supported projects. May review and recommend software products, tools and training courses, as well as develop specifications and scope of work for resource requests, RFPs and negotiate with vendors.

5% Performs special tasks as assigned. This may include assisting higher level IT Statewide personnel as needed, directing another team in the absence of the manager or project manager, assisting in the preparation of specialized research and reports, serving on design review committees, and RFP evaluation committees.
