About this position:
This position is responsible for technical support to the Consultant Contract Services Unit of the Contract Services Section of the Department of Transportation and Development (CCS). Primary responsibilities include the preparation, tracking, and execution of all contractual and invoicing documents relative to contracts between the Department or Local Public Authorities (LPAs) and consultant engineering firms and others for services. Please see the Examples of Work below for the complete position description.
This position will be working with both invoices and agreements.
This position participates in a Career Progression Group (CPG) and may be filled as a Contracts/Grants Reviewer 1, 2 or 3. The level at which the vacancy is filled will be determined by the qualifications of the candidate selected. This position provides the opportunity to advance within this job series.
The actual starting salary depends on the education and experience of the selected applicant.

Minimum Qualifications
MINIMUM QUALIFICATIONS:
A baccalaureate degree.
SUBSTITUTIONS:
Six years of full-time work experience in any field may be substituted for the required baccalaureate degree.
Candidates without a baccalaureate degree may combine work experience and college credit to substitute for the baccalaureate degree as follows:
A maximum of 120 semester hours may be combined with experience to substitute for the baccalaureate degree.
30 to 59 semester hours credit will substitute for one year of experience towards the baccalaureate degree.
60 to 89 semester hours credit will substitute for two years of experience towards the baccalaureate degree.
90 to 119 semester hours credit will substitute for three years of experience towards the baccalaureate degree.
120 or more semester hours credit will substitute for four years of experience towards the baccalaureate degree.
College credit earned without obtaining a baccalaureate degree may be substituted for a maximum of four years full-time work experience towards the baccalaureate degree. Candidates with 120 or more semester hours of credit, but without a degree, must also have at least two years of full-time work experience to substitute for the baccalaureate degree.
NOTE: Any college hours or degree must be from an accredited college or university.

Examples of Work
This position is responsible for technical support to the Consultant Contract Services Unit of the Contract Services Section of the Department of Transportation and Development (CCS). Primary responsibilities include the preparation, tracking, and execution of all contractual and invoicing documents relative to contracts between the Department or Local Public Authorities (LPAs) and consultant engineering firms and others for services. The incumbent must have a working knowledge of the Department's policies and procedures applicable to the Department's consulting services contracting. The incumbent must have a working knowledge of the computer software and other systems employed by the unit and section relative to the Department's consulting services contracting. Specific duties include:
While in official capacity, DOTD employees must comply with applicable Louisiana and Civil Service laws, rules, and regulations, as well as DOTD policies, procedures, manuals, and directives.
60% Prepare and process standard to complex consultant contracts and various modifications thereto, complex compensation packages, and complex invoices for construction and preconstruction engineering and related services, research, planning, environmental, and other activities procured by the Department by competitive and non-competitive selection processes, pursuant to LA. R.S. 48:285, et seq. All contractual documents and invoices must be processed in accordance with applicable state and federal statutes and regulatory requirements, as well as Department policies and procedures. The incumbent will prepare various other contracts for all divisions of the Department, as required, and will ensure that appropriate approvals are obtained for all contract documents and modifications processed. Provide a QA/QC review of any invoices processed and transmit consultant invoices for payment to the Department's financial services section.
20% Prepare and process complex agreement, and various modifications and invoices related thereto, between Department and LPAs, other state and interstate agencies, contractors, documenting respective roles and responsibilities, such as intergovernmental, and interagency agreements and service contracts. Ensure that appropriate approvals are obtained for all agreements and modifications processed. Provide a QA/QC review of any invoices processed, and transmit agreement-related invoices for payment to the Department's Financial Services Section.
I 0% As directed by the CCS Administrator, assists the CCS Administrator and other CCS staff in providing guidance and training to Project and Program Managers regarding the CCS operations for which the incumbent is responsible.
I 0% May be required to perform other duties for which the Department's Consultant Contract Services unit is or may become responsible and as directed by the CCS Administrator, which may include, but is not limited to emergency or disaster support activities.
