U.S. Coast Guard Quality Assurance Specialist (Aircraft Weight & Balance), GS-1910-11 in Baltimore, Maryland

Summary This position is located in the Department of Homeland Security (DHS), United States Coast Guard (USCG), Aviation Logistics Center (ALC), Operations Staff (OPS), Elizabeth City, North Carolina. Responsibilities As a Quality Assurance Specialist (Aircraft Weight & Balance), the incumbent is responsible for planning, developing and defining the organizational strategy and implementation of programs, processes and procedures for the weight and balance maintenance of agency aerial vehicles. Being a Coast Guard civilian makes you a valuable member of the Coast Guard team. Typical work assignments include: Weighing aerial vehicles for the purpose of defining the vehicles weight and balance and maintaining administrative documentation for each vehicle in accordance with prescribed practices. Applying and monitoring procedures to measure and ensure aerial vehicles weight and balance characteristics remain within acceptable "safe for flight specifications. Maintaining constant surveillance over all agency aerial vehicle systems, factoring lessons learned into specific requirements. Acting as Database Administrator to maintain an Intranet presence for organizational advancement in the areas of training, development, operation and maintenance of weight and balance computer programs and applications. Participating in technical societies and committees with specialists/experts from industry and government for the purpose of pursuing advancements in weight and balance technology and influencing the direction of future advancements. Developing, maintaining and evaluating technical policies, procedures and processes to ensure consistency in the application of the weight and balance program. Corresponding and interacting with Industry Professionals, including other military service representatives, to define the training needs and methods of agency Weight and Balance Officers. Developing budget forecasts and proposals to meet ongoing financial requirements to sustain existing projects, advance and implement new programs and ensure provisions utilized, meet changing industry standards. Coordinating with agency and contract personnel to provide for intra-service transfer of ownership of agency aerial vehicles, providing supporting documentation and fuel credit card permissions and accepting into service newly acquired aerial assets. Requirements Conditions of Employment U.S. Citizenship is required. Males born after 12/31/1959 must be registered for Selective Service. All qualification requirements must be met by the closing date of the announcement. This includes Time-In-Grade requirements for current status employees applying through merit promotion procedures. Status applicants applying for a promotion must have 52 weeks of service at the next lower grade. Qualifications GS-11: Applicant must possess at least one year of specialized experience equivalent to the GS-9 level in the Federal Service. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. Examples of specialized experience include: Verifying by test or inspection, using sampling inspection or intensive product inspection techniques, that aircraft comply with requirements. Identifying inadequacies in aircraft and requesting corrective action. Computing data, summarizing results, and preparing reports or charts depicting pertinent relationships using statistical methods. Reading, interpreting, and applying technical data such as blueprints, engineering drawings, product specifications, or technical manuals. Reviewing written quality or inspection procedures for adequacy, and evaluating the implementation and effectiveness of quality/inspection systems, including sampling plans. OR To substitute education for specialized experience, sufficient substitutions include completion of Ph.D. or equivalent doctoral degree, if related; 3 full years of progressively higher level graduate education leading to such a degree, if related; or LL.M., if related OR Combination of education and experience.
